Turner Selected for U.S. Air Force FARM III Program

Turner has been selected by the U.S. Air Force as one of eight contractors for the Facilities Acquisitions for Restoration and Modernization (FARM III) program, a major initiative supporting the restoration and modernization of military ground-testing facilities.

The multiple-award Indefinite Delivery, Indefinite Quantity (IDIQ) contract has a combined ceiling of approximately $900 million. Through the program, participating contractors will compete for individual task orders covering a broad range of construction, engineering and infrastructure requirements.

The FARM III program is designed to support improvements to facilities and infrastructure associated with U.S. Air Force testing operations. The work will include mechanical and electrical systems, instrumentation, data systems and controls, design-build services and construction activities.

Under the IDIQ structure, the overall contract establishes a framework through which individual projects can be awarded through task orders during the contract period. The FARM III contracting period extends through September 4, 2034, providing a long-term mechanism for the Air Force to address restoration, modernization and facility improvement requirements.

Turner’s selection builds on its existing relationship with the Arnold Engineering Development Complex (AEDC) and its previous work supporting the Air Force through earlier FARM programs.

Continued Support for AEDC

AEDC is a major U.S. Air Force testing complex with specialized facilities and infrastructure supporting aerospace and defense research and testing activities. Maintaining and modernizing these facilities requires construction expertise as well as an understanding of the operational requirements associated with highly specialized testing environments.

Turner has previously delivered projects through the FARM I and FARM II programs, supporting restoration, modernization and reconfiguration efforts at AEDC. The company’s experience through those programs provides continuity as the Air Force moves forward with FARM III.

Through its earlier work, Turner has developed familiarity with AEDC’s facilities, infrastructure requirements and operational environment. That experience will support the company as it competes for future FARM III task orders and works on projects designed to improve the complex’s infrastructure.

Broad Range of Construction Work

The FARM III contract encompasses multiple categories of work, allowing projects to address different infrastructure requirements across military ground-testing facilities.

Mechanical and electrical work will be among the key areas covered under the program. Such systems are essential to the operation of specialized testing facilities and can include upgrades, replacement of aging infrastructure and improvements to facility performance.

The contract also covers instrumentation, data systems and controls. These systems play an important role in testing environments where accurate measurement, monitoring and control are required.

In addition, the program includes design-build services, allowing contractors to provide both design and construction capabilities under individual task orders. Traditional construction activities will also be included as specific requirements are identified and awarded.

The task-order approach provides flexibility for the Air Force to address individual projects as needs arise throughout the contract period. Rather than awarding a single construction project, the multiple-award IDIQ structure establishes a long-term contracting vehicle that can support a range of future modernization requirements.

Long-Term Infrastructure Modernization

The FARM III program represents a continued focus on maintaining and upgrading the infrastructure supporting Air Force ground-testing capabilities. Modern testing facilities require reliable building systems, advanced controls, specialized equipment and infrastructure capable of supporting complex missions.

Restoration projects can address existing facility conditions, while modernization efforts can introduce updated systems and configurations. Together, these activities can help maintain the operational capabilities of facilities that support testing and development activities.

For Turner, participation in FARM III extends an established relationship with AEDC and provides an opportunity to continue contributing to infrastructure improvements at the complex.

The company’s previous FARM program experience also provides a foundation for future work. Having already worked within AEDC’s specialized environment, Turner has experience with the coordination and construction requirements associated with the complex.

Supporting Air Force Testing Capabilities

The selection of Turner as one of eight FARM III contractors places the company within a group of firms eligible to compete for task orders under the $900 million program.

The contract’s availability through 2034 provides a long-term framework for addressing facility restoration and modernization needs. As task orders are issued, projects can focus on specific mechanical, electrical, instrumentation, data, controls, design-build and construction requirements.

Turner’s involvement builds on its previous work at AEDC and reinforces its role in supporting infrastructure associated with U.S. Air Force testing operations.

Through FARM III, Turner will have the opportunity to continue applying its construction and modernization expertise to specialized military facilities while supporting improvements intended to maintain and advance AEDC’s testing infrastructure over the coming years.
