A link between Montigny-Haut and Montigny-Bas, the EcoQuartier Lizé is a project emblematic of the City’s commitment to sustainable development. Housing, public facilities, services, shops and green spaces currently under construction, bring a new centrality to this site steeped in history.
The development project is managed as a whole by SAS Lizé, made up of Eiffage Aménagement, agent, Crédit Mutuel Aménagement Foncier and DEMATHIEU BARD IMMOBILIER.
After the delivery of the first housing units started at the end of 2023, the inauguration of Place Simone Veil marks a new key stage for the Lizé Ecodistrict rehabilitation project. This square, the first structuring public space in the sector, will be a real living space animated by numerous businesses and will become an essential artery for the development of well-being within the EcoQuartier.
Place Simone Veil: a future central living space in the Lizé EcoQuartier
The first phase of the operation has entered into delivery, the EcoQuartier Lizé thus welcomed its first occupants in March 2024 with the construction of 388 new and refurbished housing units which have or will be delivered in the coming weeks.
From now on, occupants will benefit from Place Simone Veil, a new central space which will link the businesses at the foot of buildings, the future Jacques-Prévert park and the media library.
This 2,000 m² space will be a real lively living space thanks to:
- The marketplace. Passable, equipped with fairground terminals and easy to maintain, this space is designed to host flea markets, market stalls and various events. The square will also allow traders to install terraces. The inserted vegetation will provide shaded areas and protect from road traffic.
- The entrance square to the neighborhood. Forecourt of the new Council premises located in the rehabilitated “De Gaulle” building, this shaded square will allow a transition between the Lizé district and the bustling flow of rue Franiatte. Future Mettis stop, car parking, bicycle and scooter racks will share the space with a water mirror fountain with jets, all designed in a practical and welcoming spirit.
Designed with sustainable development in mind, this square incorporates recycled materials and has a reservoir to collect rainwater. Electrical terminals will also be installed on the site.
In addition, particular attention was paid to the choice of construction materials. Part of the square was made of Hainaut blue stone, a natural limestone recognized as a solid, resistant, durable and aesthetic material. For the six custom-made planters on the square, the metal containers rest on Jaumont stone masonry whose rubble comes from deconstructed buildings.
There are 24 trees that were planted only on the square:
- Stemmed trees: willow-leaved oak, tall ash;
- Caspe trees: caramel tree, Japanese Zelkova, yellow-wooded virgilier, Himalayan birch.
Finally, in homage to Madame Simone Veil, a commemorative plaque dedicated to her memory was erected on the square, surrounded by the rose bushes that she particularly appreciated.
The commitments of an ÉcoQuartier label
This strategic rehabilitation project is part of the continuity of the actions carried out by the City in terms of sustainable development:
- “Zero Net Artificialization” approach. In its initial state, the barracks had 30,514 m² of undeveloped surface area. Tomorrow, an area of 37,732 m² will be eco-developed, including 30,705 m² on open ground;
- Preservation of existing plant heritage (plane trees, weeping willows, ash trees, etc.);
- Planting of 432 new trees (maples, oaks, hornbeams, pines, etc.) in the neighborhood as well as the planting of shrub and herbaceous layers which will reinforce biodiversity;
- Implementation of a reuse and circular economy approach with the RéaVie association;
- Local management of rainwater by infiltration;
- “Clean construction site” charter, optimization of earthworks and reuse on site;
- Energy performance objective for housing (NF Habitat HQE);
- Connection of buildings to the district heating network powered by biomass;
- Soft mobility encouraged, car-sharing service;
- Creation of an urban park and a shared community garden in the heart of the neighborhood.
National recognitions
The EcoQuartier label stage 2
At the end of 2022, the Lizé district was officially awarded the stage two out of four label, after a grand oral and an on-site audit by label experts. The ÉcoQuartier approach, supported by the Ministry of Ecological Transition, promotes new ways of designing, building and managing the city sustainably. This label certifies the status of an exemplary sustainable development operation.
The Land Sobriety Trophy
Each year, members of the National Union of Developers (UNAM) carry out development operations adapted to the specificities of their areas of intervention. To reward and promote the best among them, the Union created the Development Trophies to raise awareness among local authorities of the need to encourage construction as part of overall operations by publicizing the projects. elected officials, showcases of the know-how of professionals. So at the end of last year, during the Development Trophies, the Lizé Eco-district of Montigny-lès-Metz was awarded the prize in the “Land sobriety” category.
Pyramid of the Federation of Real Estate Developers
The Silver Pyramids competition rewards each year the best regional real estate programs of its members meeting criteria of innovation, environmental integration, rehabilitation and diversity. In 2023, the HERITAGE operation located on the EcoQuartier Lizé development project and supported by the developer DEMATHIEU BARD IMMOBILIER, won the Renovation, Extension, Rehabilitation silver pyramid awarded by the Federation of Real Estate Developers. This trophy rewards this operation of 22 rehabilitated homes which reach the BBC Rénovation energy performance level while strictly respecting the architecture of the project. It also made possible the renaturation of part of the plot which was used for parking.
The next step: start of work on the second phase
Work on the second phase of the operation will begin this year. They concern the programs around Jacques Prévert Park, delivery of which is scheduled for 2026.
The Jacques Prévert park will have an area of 1.2 hectares and will accommodate the future media library of the city of Montigny-lès-Metz as well as play areas created as part of the overall development project. It will also include:
- A central basin to collect rainwater from nearby spaces;
- A relaxation area: promoting gentle circulation, cyclists and pedestrians will be able to enjoy numerous seats;
- A fun space: the second part of the park will be dedicated to games and fun facilities.
Eiffage Immobilier is developing a new construction operation associated with the rehabilitation of the former officers’ mess into 36 housing units, a micro-crèche, a business and offices.
DEMATHIEU BARD IMMOBILIER is currently developing the “OXYGENE” building, a new building of 32 housing units overlooking the park and whose planned delivery is set for the 4th quarter of 2026. The operation will be labeled NF Habitat HQE.
Habiter Promotion is currently developing the “CENTRAL PARC” building, a new building designed by the Architects Firm Wilmotte & Associés with 27 luxury housing units, divided into two residences which each extend over three floors and overlook the park.
The Claude Rizzon Group has also started two operations, each comprising 15 row houses bordering the Jacques Prévert park on either side, completing the range of housing typologies in the Lizé Ecodistrict.
