City Ventures Sells Harbor Pointe to Century Communities, Expanding Infill Housing Partnership in Santa Ana

City Ventures, a leading Southern California infill homebuilder, has announced the sale of Harbor Pointe, a fully entitled and substantially improved 45-townhome community in Santa Ana, California, to Century Communities of California, LLC. Located at 510–520 N. Harbor Boulevard, the project is positioned to add new for-sale housing to one of the city’s key mixed-use corridors.

Century Communities will take the project through the final stages of construction and deliver the completed homes to buyers. Harbor Pointe will include five moderate-income affordable floor plans, providing a mix of housing opportunities within the 45-home community.

The transaction represents another milestone in City Ventures’ long-standing involvement in Santa Ana’s infill housing market. Harbor Pointe is the fifth community the company has entitled within the City’s Harbor Mixed-Use Transit Corridor Specific Plan, reinforcing its experience developing residential communities in the area.

Over more than a decade, City Ventures has delivered several projects in Santa Ana, including Park Place, Harborside and the Santa Ana Collection. The company’s latest transaction builds on that history while transferring the next phase of Harbor Pointe’s development to a major public homebuilder.

Harbor Pointe Moves Toward Completion

With entitlement, permitting and substantial site improvements already completed, Harbor Pointe is positioned for Century Communities to advance construction and ultimately bring the homes to market.

The project reflects the growing demand for infill housing in established Southern California communities, particularly developments located near major transportation corridors and existing urban amenities. By transforming an appropriately located site into a for-sale townhome community, Harbor Pointe contributes to Santa Ana’s broader efforts to expand housing options.

The transaction was brokered by Justin Esayian, Senior Vice President at The Hoffman Company. His experience in Southern California’s infill market and established relationships with both City Ventures and Century Communities helped facilitate the transaction.

A Decade-Plus Presence in Santa Ana

City Ventures has developed a strong working relationship with Santa Ana through multiple residential projects. Its familiarity with the city’s Harbor Mixed-Use Transit Corridor Specific Plan has enabled the company to navigate the entitlement and permitting process while advancing development on the Harbor Pointe site.

Ryan Aeh, Managing Director, Southern California at City Ventures, emphasized the importance of that experience and the company’s relationship with city officials.

According to Aeh, the company’s knowledge of the submarket and the Specific Plan, combined with its established working relationships with city staff, helped the team move Harbor Pointe through entitlement, permitting and site development.

City Ventures also expressed appreciation to Santa Ana’s Planning, Building, Public Works and Fire Departments for their involvement throughout the project. Their coordination and support were important in moving Harbor Pointe from the initial planning stages to a substantially improved, construction-ready community.

Development Along the Harbor Corridor

Harbor Pointe is part of a larger transformation taking place along Santa Ana’s Harbor Boulevard corridor.

City Ventures is also developing Crimson Court, a 36-unit for-sale townhome community on South Harbor Boulevard within the same Harbor Mixed-Use Transit Corridor Specific Plan. The project is expected to be marketed around the same period as Harbor Pointe.

Together, the two communities could provide homebuyers with a broader selection of townhome products and price points along Harbor Boulevard. The developments also demonstrate how infill residential projects can contribute to the evolution of established urban corridors into more walkable, housing-focused destinations.

The addition of new for-sale homes is particularly significant in Southern California, where housing affordability and availability remain major considerations for communities, developers and prospective buyers.

Second Transaction Between City Ventures and Century Communities

The Harbor Pointe sale also expands the relationship between City Ventures and Century Communities. The two companies previously worked together on the Brookhaven community in El Monte, California, with the transaction closing in 2024.

The companies share a focus on developing quality, attainable for-sale housing in Southern California. City Ventures’ role typically involves entitling, engineering and improving development sites, while Century Communities brings its production capabilities and homebuyer-facing operations to complete and sell the homes.

Aeh described the model as a collaborative approach that allows each company to focus on its respective strengths. City Ventures prepares communities for construction, while Century Communities takes the projects through the final development and sales stages.

The approach can help move entitled infill communities from planning and site preparation to completed homes more efficiently.

Century Communities Expands Southern California Footprint

For Century Communities, the acquisition represents another step in its strategy to expand its presence in Southern California.

Justin Brewer, Division President at Century Communities, said the region remains a high-priority growth market for the company. Harbor Pointe’s location, planning and for-sale housing format align with the type of communities Century Communities is seeking to develop.

Following the Brookhaven acquisition in El Monte, the Harbor Pointe transaction adds another project to Century Communities’ Southern California pipeline. The company plans to complete construction and introduce the new townhomes to Santa Ana homebuyers.

The partnership also provides continuity for Harbor Pointe. With City Ventures having completed the entitlement and substantial site improvements, Century Communities can focus on construction, marketing and delivering the homes.

Creating New Opportunities for Santa Ana Homebuyers

The Harbor Pointe transaction highlights the potential of public-private development partnerships and infill strategies to increase housing supply in established Southern California cities.

For Santa Ana, the project will add 45 new townhomes within a designated mixed-use transit corridor, including five moderate-income affordable floor plans.
