Port Houston Marks Major Project 11 Milestone

Port Houston Completes Major Project 11 Expansion Milestone

Port Houston has celebrated a significant milestone in the development of the Houston Ship Channel, marking the completion of Port Houston-led segments of Project 11, a major infrastructure expansion designed to improve navigation, safety, and operational efficiency along one of the most important waterways in the United States.

The milestone was celebrated on Thursday, October 8, with federal, state, and local elected officials, industry representatives, and project partners joining Port Houston to recognize the achievement. Project 11 represents one of the most significant infrastructure improvements in the history of the Houston Ship Channel and is intended to strengthen the region’s capacity to accommodate growing maritime trade and economic activity.

The completed work widened a section of the Houston Ship Channel along its Galveston Bay reach by 170 feet, increasing its width from 530 feet to 700 feet. The project also included the creation of bird islands, oyster reefs, and marsh habitats using dredged material. These environmental features are intended to support coastal ecosystems while enabling essential improvements to the waterway.

The expanded channel is expected to improve vessel navigation, increase safety, and support the movement of cargo through the nation’s busiest waterway. As international trade and shipping demand continue to grow, the improvements will help strengthen Houston’s position as a major gateway for energy products, petrochemicals, and other goods moving through global supply chains.

Collaboration Accelerates Project Delivery

Project 11 demonstrates the importance of collaboration between port authorities, federal agencies, industry partners, and elected officials in delivering major infrastructure improvements. Port Houston worked closely with the U.S. Army Corps of Engineers and private-sector stakeholders to advance the project and accelerate its delivery.

Recognizing the economic importance of the Houston Ship Channel, Port Houston and industry partners agreed to contribute funding toward the expansion. This approach helped shorten the project timeline by several years compared with a more traditional funding and delivery process. The remaining work is being supported through several federal funding sources.

Port Houston Chief Executive Officer Charlie Jenkins highlighted the personal and professional significance of the achievement, noting that he had worked on the Houston Ship Channel for much of his career. He recalled when Project 11 was still an early concept and emphasized the efforts required to transform the proposal into a completed infrastructure improvement.

Jenkins credited the Port Houston team, the Army Corps of Engineers, industry representatives, and elected leaders for working together to deliver a wider and safer channel. He described the milestone as a source of pride and a reflection of the strong partnerships that made the project possible.

Port Commission Chairman Ric Campo also emphasized the project’s importance, explaining that Port Houston sought to deliver the expansion more quickly and efficiently while maintaining financial discipline. He stated that Port Houston completed its portion of the work on time and within budget, highlighting the effectiveness of the collaborative approach.

Economic Benefits for Texas and the United States

Federal lawmakers attending the celebration underscored Project 11’s potential to strengthen economic competitiveness, create employment opportunities, and support reliable supply chains.

U.S. Senator John Cornyn said the wider channel would improve safety and operational efficiency while allowing cargo vessels to reduce certain daylight navigation restrictions. He also highlighted the project’s potential to support international trade, generate jobs, and contribute to economic prosperity across Texas and the country.

U.S. Representative Brian Babin pointed to the project’s progress as evidence of bipartisan support and effective cooperation between Port Houston and the Army Corps of Engineers. He emphasized the importance of the expanded channel to U.S. energy exports, petrochemical production, and global commerce.

Babin also noted that the improvements would help Port Houston maintain its role as a critical transportation hub, supporting American energy leadership, economic competitiveness, and supply chain reliability for years to come.

U.S. Representative Lizzie Fletcher highlighted the federal government’s contribution to the project through the Infrastructure Investment and Jobs Act. She noted that Port Houston received more than $140 million in federal funding through the legislation, making it the only Texas port to receive that funding. Fletcher described the investment as an important step toward strengthening the country’s supply chain and supporting Houston’s leadership in international trade.

Supporting Jobs, Industry, and Supply Chain Reliability

U.S. Representative Wesley Hunt emphasized the Houston Ship Channel’s importance to the energy industry and the wider economy. He noted that economic activity associated with the waterway has a substantial impact beyond Houston, reaching markets across the United States and internationally. Hunt also highlighted his role in securing more than $160 million to help complete Project 11.

U.S. Representative Sylvia Garcia described Port Houston as one of Texas’s most important economic engines. She said the project would help accommodate additional cargo, support well-paying union jobs, and create opportunities for working families across the region. Garcia also recognized the contributions of International Longshoremen’s Association members and other port workers who keep maritime operations running.

U.S. Representative Christian Menefee similarly stressed the channel’s role in moving petrochemicals and other goods throughout the country. With the waterway supporting substantial economic activity and employment, he described Project 11 as a strategic investment in Houston’s future.

Strengthening Houston’s Maritime Future

The completion of Port Houston’s Project 11 segments marks an important step in preparing the Houston Ship Channel for future growth. By increasing channel width, improving navigation conditions, and incorporating coastal habitat features, the project combines transportation infrastructure improvements with environmental considerations.

Continued cooperation among Port Houston, federal agencies, industry partners, and lawmakers will remain essential as the broader Project 11 initiative progresses toward full completion.

The milestone reinforces the Houston Ship Channel’s importance to domestic and international commerce. Its enhanced capacity and improved operating conditions are expected to help support energy exports, industrial production, employment, and supply chain resilience, strengthening Houston’s role in the U.S. economy for years to come.
