AECOM-Led Joint Venture to Manage Ontario’s Highway 413 Program

AECOM, a global infrastructure consulting and engineering company, has announced that an AECOM-led joint venture, 413 Continuity Partners, has been selected by the Ministry of Transportation of Ontario (MTO) as the Program Management Consultant for the Highway 413 program.

The long-term assignment will support the planning and delivery of one of Ontario’s major transportation infrastructure investments. The approximately 59-kilometer Highway 413 corridor is planned to connect with Highways 410 and 427, creating a new transportation route designed to improve regional connectivity and respond to increasing travel demand across the Greater Toronto Area (GTA).

The program will include extensive bridge and structural infrastructure. More than 170 bridges and 60 structural culverts are planned as part of the corridor, making Highway 413 a major multidisciplinary transportation construction program.

Supporting Growing Transportation Demand

Highway 413 is intended to provide additional transportation capacity as the Greater Toronto Area continues to experience population growth and increased movement of people and goods. The new corridor is expected to strengthen connections between existing highways and regional transportation routes while helping address congestion on heavily used roads.

For Ontario, the project represents a significant investment in transportation infrastructure and long-term regional mobility. The corridor will connect communities and employment areas while providing an additional route for commuters and commercial traffic.

AECOM said the Highway 413 program builds on its longstanding experience supporting major infrastructure initiatives across Canada. The company and its predecessor organizations have been involved in Canadian infrastructure development for more than a century, providing experience across transportation, engineering, program management and other infrastructure disciplines.

10-Year Program Management Assignment

Under the 10-year assignment, 413 Continuity Partners will provide a broad range of program management services to MTO. The responsibilities will include program management, technical leadership, environmental coordination, stakeholder engagement, communications and construction oversight.

The joint venture will work closely with MTO throughout the development and delivery of Highway 413. The program is expected to be delivered through multiple contracts and progressive delivery models, requiring coordination among numerous project teams, contractors, consultants and stakeholders.

Program management will be particularly important given the scale and complexity of the planned corridor. With dozens of major structures, multiple construction packages and extensive environmental and stakeholder requirements, the project will require coordinated planning and oversight throughout its development.

AECOM’s role will include helping MTO manage project risks, coordinate technical requirements and maintain progress across the various elements of the program.

Complex Transportation Infrastructure

The Highway 413 corridor will involve the construction of a wide range of transportation infrastructure, including bridges, structural culverts, roadway systems and connections to existing highways.

The more than 170 bridges planned for the program represent a substantial component of the overall construction effort. In addition, more than 60 structural culverts will be incorporated into the corridor, adding further engineering and construction requirements.

Because the program will be delivered through multiple contracts, effective coordination will be essential. The program management team will help establish consistency across individual projects while supporting MTO in maintaining overall program objectives.

Progressive delivery models will also allow project elements to advance through different stages while maintaining coordination between design, construction and program management activities.

Building on AECOM’s Canadian Experience

The Highway 413 appointment builds on AECOM’s approximately 20-year history of supporting work associated with the transportation corridor. The company has also delivered and supported complex transportation and infrastructure programs across Canada.
