Turner Tops Out Discovery Hall & Wellness Center at CSU San Marcos
Turner, in partnership with Sea Breeze Properties, California State University San Marcos (CSUSM), and Safdie Rabines Architects (SRA), has celebrated the topping out of the new Discovery Hall & Wellness Center in San Marcos, California. The milestone marks the completion of the building’s structural concrete frame and represents a significant achievement for Turner’s Self-Perform team.
The 310,424-square-foot development is designed to support the growing CSUSM community by providing 926 student beds, alongside wellness, recreation, retail, and student support spaces. The project forms part of North City, a mixed-use neighborhood in San Marcos that brings together residential, educational, commercial, recreational, and community uses within a pedestrian-focused environment.
North City has been designed around public spaces that encourage people to gather, connect, experience art, participate in community activities, and enjoy year-round events. The development combines contemporary architecture with homes, workplaces, restaurants, shops, and businesses, creating a vibrant destination within San Diego’s North County.
Supporting the Next Generation of Students
Discovery Hall & Wellness Center is intended to provide more than additional student accommodation. By bringing housing together with wellness, recreation, retail, and student support facilities, the project will create opportunities for students to connect, develop healthy habits, and strengthen their sense of belonging.
During the topping-out ceremony, Leon Wyden Jr., Vice President of Finance & Administrative Services at CSUSM, highlighted the broader importance of the development.
“Projects like this are more than buildings. They create opportunities for students to connect with one another, develop healthy habits, and build a stronger sense of belonging,” he said.
The development comes as CSUSM continues to grow and expand its facilities to meet the needs of its student population. The combination of residential and community-focused spaces is expected to support both student life and the university’s wider campus experience.
The project also contributes to North City’s vision of creating a connected neighborhood where educational, residential, retail, recreational, and community functions work together.
Major Milestone for Turner’s Self-Perform Team
The topping out represents an important achievement for Turner’s Self-Perform team, which played a central role in delivering the project’s structural concrete scope.
In less than ten months, the team transformed the site into an 11-story concrete structure that will ultimately provide accommodation for hundreds of CSUSM students.
Achieving structural completion on an ambitious schedule required extensive planning, coordination, field leadership, craftsmanship, and safety management.
David Aguirre, Project Manager at Turner, recognized the contribution of the project’s craft professionals, partners, and team members during the ceremony.
“This happens because of all the hard work, dedication, and craftsmanship of every person standing here today. This is a milestone that belongs to all of you,” Aguirre said.
Innovative Approach to Concrete Delivery
Discovery Hall & Wellness Center provided Turner with an opportunity to develop an integrated approach to managing and delivering the project’s concrete work.
The team brought together production tracking, financial management, scheduling, project controls, and field operations within the overall project structure. This approach gave project and field leadership greater visibility into production and allowed teams to make informed decisions as construction progressed.
Through collaborative planning and optimized sequencing, Turner’s team was able to save an estimated two to three weeks on the structural concrete schedule, helping maintain momentum throughout an aggressive overall construction program.
The successful delivery of the structural frame demonstrates how detailed planning and close collaboration between field teams and project management can improve productivity while maintaining quality and schedule performance.
Delivering the Structural Concrete
The structural concrete scope required careful coordination between Turner’s field teams and trade partners.
The Self-Perform team placed approximately 18,000 cubic yards of concrete during construction. Several field strategies were introduced to improve placement efficiency and maintain consistent progress.
Two concrete placing booms enabled crews to achieve the production rates required to meet the structural schedule. For formwork operations, the team used the Atlas Formwork three-piece shoring system with prefabricated perimeter fly tables.
The system helped streamline floor cycles and support consistent production as construction progressed from one level to the next.
The team also fabricated formwork panels onsite, giving crews greater control over production and quality while reducing transportation and material-handling requirements.
Another notable construction strategy involved the use of Xypex crystalline waterproofing admixture directly within the concrete mix in applicable areas. By incorporating the waterproofing technology into the concrete, the team reduced the need for traditional exterior waterproofing in certain applications.
This approach helped save time during subsequent construction activities while contributing to the long-term durability of the structure.
Safety Remains a Priority
Alongside productivity and schedule performance, safety remained a central focus throughout construction.
During the structural concrete work, Turner crews completed more than 60,000 work hours without a recordable incident. The achievement reflects the shared commitment of craft professionals, supervisors, project managers, and partners to maintaining safe working conditions.
Jose De La Rosa, Project Superintendent at Turner, praised the workforce for maintaining high safety standards while meeting demanding production targets.
“What I am most proud of is how we built it. We achieved this milestone while keeping safety first and sending every worker home safely to their families each day,” De La Rosa said.
The safety achievement highlights the importance of integrating safety into daily planning and field operations, particularly on a large-scale, fast-moving construction project.
Strong Partnerships Drive Progress
The topping-out ceremony also recognized the collaboration between Sea Breeze Properties, CSUSM, SRA, Turner, trade partners, craft professionals, and project staff.
Gary Levitt, President and Founder of Sea Breeze Properties, praised the progress of the project and the partnership behind its delivery.
“I’m amazed at how quickly and how well this building has gone up,” Levitt said, while thanking Turner for its work, values, and project teams.
With the structural frame now complete, Discovery Hall & Wellness Center moves closer to becoming a major new addition to the CSUSM community.
Once completed, the 310,424-square-foot facility will provide 926 student beds together with wellness, recreation, retail, and student support spaces. The project is expected to strengthen student life while contributing to the wider development of North City.
The topping-out milestone therefore represents not only the completion of a major phase of construction but also the progress toward creating a new environment where students can live, study, connect, and thrive for years to come.
