DHA, Housing Solutions for North Texas has once again earned national recognition from the U.S. Department of Housing and Urban Development (HUD), receiving the prestigious “High Performer” designation for its Housing Choice Voucher program. The recognition highlights DHA’s continued excellence in managing affordable housing programs across North Texas and reflects the agency’s strong performance in financial management, operations, regulatory compliance, and resident services.

DHA serves families and individuals seeking affordable housing solutions throughout seven counties in North Texas, including Dallas, Collin, Denton, Ellis, Kaufman, Rockwall, and Tarrant counties. Through its Housing Choice Voucher program, commonly known as Section 8, the organization currently supports 16,251 households, representing more than 47,000 residents across the region.

The Housing Choice Voucher program is one of the federal government’s primary affordable housing initiatives. It helps low-income families, seniors, and individuals with disabilities access safe and stable housing in the private rental market by providing rental assistance subsidies. DHA operates the eighth-largest Housing Choice Voucher program in the United States, making it one of the country’s most significant public housing agencies.

The latest recognition marks the 11th consecutive year that DHA has received HUD’s “High Performer” status, demonstrating consistent operational excellence and long-term program stability. The designation is awarded through HUD’s Section 8 Management Assessment Program, commonly referred to as SEMAP, which evaluates the effectiveness and performance of public housing authorities nationwide.

Under the SEMAP system, housing agencies are assessed annually across a range of operational categories that measure how effectively they administer the Housing Choice Voucher program. Agencies must meet strict federal standards in areas such as financial oversight, housing inspections, income verification, rent calculations, waiting list management, and program utilization.

To achieve “High Performer” status, housing authorities must receive an overall score of at least 90 percent during the annual assessment process. Agencies receiving scores between 60 and 89 percent are classified as “Standard,” while agencies scoring below 60 percent are categorized as “Troubled.”

The High Performer designation represents the highest level of achievement available to public housing authorities under the HUD evaluation system. Earning this status places DHA among the top-performing housing agencies in the country and reinforces its reputation as a leading provider of affordable housing services.

Troy Broussard, president and chief executive officer of DHA, praised the organization’s Housing Choice Voucher team for its dedication and professionalism in serving residents throughout North Texas. He stated that the recognition reflects the team’s commitment to operational excellence and the significant effort required to manage such a large and complex program.

According to Broussard, administering the Housing Choice Voucher program involves coordinating countless logistical responsibilities while supporting thousands of households and complying with hundreds of federal regulations and reporting requirements. He emphasized that the agency’s employees manage these responsibilities with determination, compassion, and a strong focus on helping residents access quality housing opportunities.

The SEMAP evaluation process measures performance using up to 15 different operational indicators that assess the effectiveness of public housing agencies in administering the voucher program. These indicators focus on both administrative efficiency and the quality of services provided to participating households.

One of the key performance areas involves the proper selection of applicants from the Housing Choice Voucher waiting list. Public housing agencies must ensure that applicants are processed fairly and in accordance with HUD regulations.

Another major area of evaluation focuses on the determination of reasonable rent levels for each leased unit. Housing agencies must confirm that rental costs align with market conditions and comply with federal guidelines to ensure responsible use of public funds.

HUD also evaluates whether agencies establish payment standards within the required range of HUD’s fair market rent calculations. Accurate payment standards are essential for ensuring that families can access affordable housing options while maintaining program compliance.

Additional performance indicators include the accurate verification of household income, timely annual reviews of family eligibility, and proper calculation of tenant rent contributions and housing assistance payments. These processes are critical for maintaining program integrity and ensuring that assistance is distributed fairly and accurately.

Housing quality standards also play a central role in the SEMAP evaluation system. DHA is required to conduct inspections to verify that housing units meet federal safety and quality standards before residents move in and throughout the duration of the lease agreement.

Annual housing inspections help ensure that participating properties remain safe, sanitary, and suitable for occupancy. DHA must also conduct quality control inspections and work with landlords and tenants to ensure that any identified deficiencies are corrected promptly.

Another important performance measure involves maximizing voucher utilization. Housing agencies are expected to ensure that all available housing vouchers are actively used to help families secure housing rather than remaining unused.

HUD also evaluates efforts to expand housing choice beyond areas of concentrated poverty or minority populations. This aspect of the program is designed to encourage broader access to housing opportunities, stronger neighborhoods, quality schools, and economic mobility for participating families.

In total, the agency provides housing opportunities for more than 53,500 people through both public housing communities and the Housing Choice Voucher program.
