Vitus Begins $70 Million Preservation Project for 491 Historic Newport News Homes

Vitus, a national developer and owner of affordable housing, has begun construction on a comprehensive $70 million renovation of Stuart Gardens I and II, a historic affordable housing community in Newport News, Virginia. The project will modernize 491 homes and upgrade critical building systems while preserving the community’s historic character and maintaining its role as a source of long-term affordable housing for local families.

The renovation represents a major investment in the preservation of existing affordable housing. Rather than replacing the community, Vitus is undertaking extensive improvements designed to extend the useful life of the homes and improve living conditions for residents.

Constructed in 1940, Stuart Gardens has an important place in Newport News history. The property is listed on both the Virginia Landmarks Register and the National Register of Historic Places. Despite its historic significance, the community has not received a major renovation in more than 45 years, leaving many of its building systems at or near the end of their useful lives.

The latest renovation program is intended to address those aging systems while maintaining the architectural identity and character that distinguish Stuart Gardens.

Comprehensive Renovation Planned

The $70 million project includes improvements throughout the Stuart Gardens community. Planned work will address building exteriors as well as essential water, heating and cooling systems.

Inside the homes, renovations will include upgrades to kitchens, bathrooms and flooring. The project will also improve parking areas and accessibility features, helping create safer and more functional living environments for residents.

Energy efficiency is another important component of the redevelopment. Improvements are projected to reduce overall energy consumption throughout the community by nearly 30%. The anticipated reduction is expected to support more efficient building operations while contributing to the long-term sustainability of the property.

By combining physical improvements with energy upgrades, the renovation is designed to address both immediate maintenance requirements and the longer-term performance of the community.

Preserving Long-Term Affordability

Affordable housing preservation is central to the Stuart Gardens renovation. Nearly all of the homes are supported by project-based Section 8 Housing Assistance Payment contracts that have been in place since 1980.

The contracts serve income-qualified households and allow participating residents to pay no more than 30% of their gross income toward rent. Through the current preservation effort, the affordability commitments for Stuart Gardens I and II will continue for more than 30 years.

Maintaining these affordability protections is expected to help ensure that the renovated homes remain accessible to eligible Newport News residents over the long term.

The project therefore combines the preservation of historic housing with improvements to residential quality, accessibility, energy efficiency and building infrastructure.

Resident Services to Expand

In addition to physical improvements, Vitus has partnered with Ivy Community Outreach, Inc., an organization affiliated with Ivy Baptist Church, to provide services and resources for Stuart Gardens residents.

The initial resident services program will include a food pantry operating twice a month, educational and enrichment opportunities for young residents, and wellness and social programs for seniors.

Ivy Community Outreach will also provide broader community support and referrals to available resources. The services program is expected to evolve over time as the needs of residents change.

The partnership adds a community-services component to the redevelopment, complementing the construction improvements with programs intended to support residents and strengthen connections within the community.

Financing Supports Historic Preservation

The large-scale renovation has been made possible through a combination of public and private financing and investment partners.

Newport News Redevelopment and Housing Authority served as the bond issuer for the project. Merchants Capital provided construction and permanent mortgage financing, while the U.S. Department of Housing and Urban Development’s Federal Housing Administration insured the loan through its Section 221(d)(4) program.

Additional financing and investment partners include Fannie Mae, The Richman Group, Commonwealth Advisors Capital and Colliers Securities.

The capital structure also includes federal 4% Low-Income Housing Tax Credit equity and federal and state historic tax credit equity. In addition, the project received a $20 million award through HUD’s Green and Resilient Retrofit Program.

The combination of these funding sources is supporting the extensive renovation while allowing the historic property to remain an affordable housing resource.

Community Partnership

Vitus has emphasized the importance of collaboration among public agencies, private-sector organizations and community groups in advancing the Stuart Gardens preservation project.

Samantha Cullen, director of development at Vitus, said that a project of this scale requires strong partnerships. She expressed appreciation for the support provided by Newport News leaders, financing partners and community organizations.

According to Vitus, the collaboration is enabling the company to preserve the history of Stuart Gardens while improving the quality, accessibility and long-term affordability of the homes.

The company also recognized the contributions of Sen. Mamie E. Locke, Newport News Mayor Phillip Jones, City Manager Alan Archer, Deputy City Manager Eoghan Miller, the Newport News City Council and the Newport News Redevelopment and Housing Authority.

Ivy Community Outreach and the project’s financing and investment partners were also acknowledged for their roles in advancing the preservation effort.

Investment in Newport News Housing

The Stuart Gardens renovation represents a significant investment in one of Newport News’ established affordable housing communities. With 491 homes receiving comprehensive improvements, the project is expected to extend the life of the property while maintaining its historic identity.

The renovation addresses aging infrastructure, upgrades interior and exterior features, improves accessibility and introduces energy-efficiency measures. At the same time, long-term Section 8 commitments will preserve affordability for income-qualified residents.

The project also demonstrates how historic preservation and affordable housing investment can be combined within a single redevelopment program. By renovating an existing community rather than replacing it, Vitus is seeking to protect both the property’s historic significance and its role in providing affordable homes.

As construction progresses, Stuart Gardens is set to receive substantial improvements after more than four decades without a major renovation. The $70 million investment will modernize the community while preserving its affordability and historic character for future generations of Newport News residents.
