Pattison Homes Reopen After $2.5 Million Rehabilitation Project Supported by $850,000 Affordable Housing Grant

Residents of Pattison, Mississippi, are benefiting from the reopening of Pattison Homes I & II, a 40-unit affordable housing community that has undergone a major rehabilitation project designed to improve living conditions, energy efficiency and the long-term sustainability of the properties.

Representatives from the Federal Home Loan Bank of Dallas (FHLB Dallas), BankPlus and the Mississippi Regional Housing Authority VI (MRHA VI) recently gathered to celebrate the completion of the improvements at the affordable housing community. The $2.5 million rehabilitation project was supported in part by an $850,000 Affordable Housing Program (AHP) grant awarded by FHLB Dallas through its member institution, BankPlus.

Located in Pattison, the community consists of 11 buildings offering one-, two- and three-bedroom rental homes. The rehabilitation work focused on upgrading critical building systems and improving the overall quality, comfort and efficiency of the homes. Major improvements included the installation of new roofs, upgraded heating, ventilation and air-conditioning systems, energy-efficient windows and other necessary property enhancements.

The project represents an important investment in preserving affordable rental housing in Claiborne County, where maintaining safe, reliable and reasonably priced homes is an important part of supporting local families and strengthening the broader community.

Dr. Hickman Johnson, executive director of MRHA VI, which owns and manages Pattison Homes I & II, expressed appreciation for the organizations that helped make the rehabilitation possible. He said the AHP grant played an important role in advancing the housing authority’s mission of providing affordable homes for families in the region.

The partnership between MRHA VI, BankPlus and FHLB Dallas demonstrates how financial institutions, housing organizations and community-focused programs can work together to preserve existing affordable housing. According to Ouellette, the partnership helped preserve an important source of affordable housing while contributing to the long-term vitality of Claiborne County. The improvements at Pattison Homes are expected to provide residents with better-quality living environments while helping maintain the property’s usefulness as an affordable housing resource.

The project was made possible through FHLB Dallas’ Affordable Housing Program, which provides financial support for affordable housing initiatives through the bank’s member institutions. AHP grants can be used for a range of housing needs, including the development, purchase and rehabilitation of affordable rental properties. The program also supports owner-occupied housing and housing initiatives serving individuals and families experiencing homelessness.

By helping finance rehabilitation projects, the program can play a significant role in preserving existing affordable housing stock. Older properties often require substantial investment to remain safe, functional and energy efficient. Funding assistance can help housing providers address these needs without placing the full financial burden on residents or property owners.

Greg Hettrick, senior vice president and director of Community Investment at FHLB Dallas, emphasized the broader impact of the Affordable Housing Program. He noted that the program has contributed more than $577 million toward affordable housing development since its establishment in 1990.

Hettrick described Pattison Homes I & II as an example of how effective partnerships can help sustain and strengthen affordable multifamily housing in communities served by FHLB Dallas. The rehabilitation project illustrates the role that targeted investment can play in preserving housing opportunities while improving the physical condition of existing properties.

The completion of the Pattison Homes rehabilitation also highlights the importance of maintaining affordable housing in smaller communities. Improvements to roofs, HVAC systems and windows can have benefits that extend beyond the appearance of a property. FHLB Dallas is expected to announce recipients of its 2026 Affordable Housing Program grants later this year. The program continues to provide financial resources for organizations working to expand, preserve and improve affordable housing opportunities.
