
Granite (NYSE: GVA), in collaboration with Contri Construction Company, has formed Southern Nevada Construction Partners (SNCP), a joint venture selected to deliver the preconstruction phase of the Paradise Hills Construction Manager at Risk (CMAR) Project. Commissioned by the Southern Nevada Water Authority (SNWA), this vital infrastructure initiative is a key component of the Horizon Lateral Program, aimed at enhancing long-term water delivery, system reliability, and regional redundancy across Southern Nevada.
The Paradise Hills project involves the installation of approximately 22,000 linear feet of 120-inch diameter steel water pipeline. The alignment will include up to three trenchless crossings beneath critical infrastructure, including an existing 108-inch waterline, Interstate I-11, and the Union Pacific Railroad. Designed with future growth in mind, the pipeline will also incorporate multiple valved outlets to enable future connections to Boulder City, Henderson’s Reservoir R-8, and the broader Horizon Lateral system.
A major component of the project is a new 65 million gallons per day (MGD) pumping station, which will initially operate at 35 MGD. The facility will house a single-level pump building equipped with mechanical, electrical, and disinfection systems, along with surge protection, flow metering, and advanced control instrumentation. Supporting site infrastructure will include civil grading, new access roads, perimeter security, and drought-resilient landscaping.
As lead partner in the joint venture, Granite will be responsible for site preparation, structure excavation and backfill, concrete work, construction of access roads, demolition and restoration of existing roadways, and full build-out of the pump station. Contri will handle the installation of the 120-inch pipeline and all related components.

SNWA has awarded SNCP the preconstruction contract, scheduled for completion in December 2026. Construction is slated to begin on January 4, 2027, with project completion expected by January 2030. Granite’s share of the construction contract is estimated at $240 million.
