Fluor Joint Venture Marks Opening of Oak Hill Parkway in Austin, Texas
Fluor Corporation and its joint venture partner, Balfour Beatty, have joined the Texas Department of Transportation, local officials, and community stakeholders to celebrate the opening of the Oak Hill Parkway project insouthwest Austin, Texas.
The completion of the project represents a major transportation milestone for the Austin region. The upgraded corridor is designed to improve mobility, enhance road safety, reduce congestion, and strengthen connections between Austin and the rapidly growing communities located west of the city.
The $677 million Oak Hill Parkway project was developed as part of TxDOT’s Clear Lanes initiative, a program focused on improving transportation infrastructure and addressing congestion along key routes. The project reconstructed and widened approximately seven miles of U.S. 290 and State Highway 71 (SH 71) through the Oak Hill area.
The improvements increased the roadway from two to three main lanes in each direction, providing additional capacity along one of the region’s most heavily traveled transportation corridors.
Major Transportation Upgrade
Oak Hill is an important gateway between Austin and communities west of the city. With continued population and economic growth in the region, the corridor has experienced increasing transportation demand.
The Oak Hill Parkway project was designed to address these challenges through a comprehensive reconstruction of the roadway network. The improvements include new and upgraded interchanges, additional roadway capacity, frontage roads, and facilities for pedestrians and cyclists.

Seven Miles of Roadway Improvements
Construction on Oak Hill Parkway began in 2021 and has included extensive reconstruction throughout the corridor. One of the primary elements of the project was widening U.S. 290 and SH 71 from two to three main lanes in each direction.
The additional capacity is intended to improve traffic movement and provide motorists with more efficient routes through the Oak Hill area.
The project also introduced direct-connect flyovers between U.S. 290 and SH 71, improving connectivity between the two major highways. These structures are designed to allow traffic to move directly between the routes while reducing the need for vehicles to navigate traditional at-grade intersections.
Another important component of the project was the construction of new U.S. 290 overpasses at William Cannon Drive. These improvements separate major traffic movements and are intended to improve the overall efficiency and safety of the corridor.
Replacement of Y-Interchange
Oak Hill Parkway also replaced the former Y-interchange with a more efficient single-point urban interchange configuration.
The new interchange design reorganizes traffic movements at a major connection point and is intended to provide a more streamlined travel experience for motorists using the corridor.
In addition to the major highway and interchange improvements, the project added new frontage roads, providing additional routes for local traffic and improving access to surrounding businesses and communities.
The combination of mainline highway improvements, interchange reconstruction, frontage roads, and additional capacity represents a comprehensive transformation of the transportation network in the Oak Hill area.
Improved Bicycle and Pedestrian Connectivity
The Oak Hill Parkway project also includes infrastructure intended to improve mobility for people who travel by bicycle or on foot.
New bicycle and pedestrian accommodations, including shared-use paths throughout the corridor, have been incorporated into the project. These facilities provide alternatives to driving and create additional connections between neighborhoods, businesses, and other destinations in the area.
The inclusion of shared-use paths reflects the project’s broader focus on improving transportation options for the surrounding community. In addition to serving motorists, the redesigned corridor provides infrastructure for pedestrians and cyclists.
Project Now Open to Traffic
The improved roadway system is now fully open to traffic, allowing motorists to begin using the upgraded corridor and new transportation infrastructure.
While the major roadway work has reached the opening milestone, some final project activities remain. Crews will continue work related to landscaping, paving, and striping as the project moves toward final completion.
According to the project partners, these remaining activities are expected to continue through the rest of the year, with final project completion anticipated by the end of 2026.
The phased nature of the work has allowed major portions of the upgraded roadway system to become operational while final finishing activities continue.
Supporting Regional Growth
The opening of Oak Hill Parkway comes as the Austin region continues to experience population, residential, and economic growth. Improved transportation infrastructure is intended to support the movement of people and goods while strengthening connections between established parts of Austin and communities located farther west.
The project also represents a significant investment in the region’s long-term transportation infrastructure. By increasing roadway capacity and redesigning key interchanges, the project is expected to provide greater connectivity and improved travel conditions along the U.S. 290 and SH 71 corridor.
For Fluor and Balfour Beatty, the completion of the project marks the delivery of a large-scale infrastructure program carried out in partnership with TxDOT and local stakeholders.
With the roadway system now open, motorists, pedestrians, and cyclists can begin using the newly improved corridor. As landscaping, paving, striping, and other final tasks continue, Oak Hill Parkway is moving toward full completion and continued service as a major transportation link in southwest Austin.
