
Los Angeles World Airports (LAWA) has awarded the Skanska–FlatironDragados joint venture a major construction contract for the structures and utilities portion of the Airfield and Terminal Modernization Program (ATMP) Roadway Improvements Project at Los Angeles International Airport (LAX).
To date, the joint venture has been awarded $604 million for preconstruction and construction services, contributing to the broader $1.5 billion capital improvement program. This project represents a critical piece of LAX’s long-term modernization strategy, designed to enhance passenger experience and improve ground transportation efficiency ahead of the 2026 FIFA World Cup and the 2028 Summer Olympic Games.
James Bailey, executive vice president of Skanska USA Civil’s West Coast operations, emphasized the transformative nature of the work:
“From reconfiguring more than four miles of roadway to constructing bridges and upgrading traffic signals, this project will redefine how travelers access one of the world’s busiest airports. We’re proud to collaborate with LAWA and the community to deliver lasting infrastructure improvements.”

The ATMP project will focus on airfield and terminal upgrades within the airport’s footprint, coupled with roadway enhancements aimed at reducing traffic congestion and backups on surrounding streets. Key innovations include advanced traffic monitoring systems designed to cut vehicle wait times and lower exhaust emissions.
By combining cutting-edge engineering with sustainable transportation solutions, the ATMP project reinforces LAX’s role as a world-class international gateway while ensuring smoother, safer, and more efficient access for millions of travelers and local residents alike.
