Budimex Advances Key S10 Expressway Section with ZRID Application Submission

Budimex, Poland’s leading general contractor, has taken a significant step forward in the development of the S10 expressway by progressing work on the section between the Szczecin Kijewo and Szczecin Zdunowo junctions. The company is currently responsible for six sections of the S10 route under construction, reinforcing its position as the primary contractor on this strategic infrastructure corridor.

On 27 November, the investor formally submitted an application for the issuance of a ZRID decision (permit for road investment implementation) for the Szczecin Kijewo–Szczecin Zdunowo section. This administrative milestone marks the first crucial phase following the contract signed at the end of January 2025. Once the ZRID decision is granted, the General Directorate for National Roads and Motorways will be able to officially hand over the construction site, enabling the commencement of on-site works.

Project Preparation and Timeline

Preparation for the construction phase required intensive design and documentation efforts. The development of the construction project lasted 10 months and was completed in line with the agreed schedule. This reflects the contractor’s commitment to efficient planning and adherence to contractual deadlines.

According to Budimex’s projections, the administrative process for obtaining the ZRID decision is expected to take approximately seven months. Once the permit is issued and the construction site is transferred, the physical implementation of works is scheduled to last 22 months.

Importantly, winter periods—from 16 December to 15 March—will be excluded from the official construction timeline. These seasonal exclusions are standard practice in large-scale road projects in Poland due to weather conditions that can impact construction quality and safety.

Taking all phases into account, the investment is planned for completion in October 2028.

Radosław Koziński, Contract Manager at Budimex SA, emphasized the team’s readiness for the next stage:

Our design team worked intensively from the first day of the contract to prepare the construction project within the stipulated deadline. We are ready to start work in the field and implement the investment with the highest quality and safety standards after obtaining the decision.

Scope of the Investment: 4.4 Kilometers of New Expressway

The contract, valued at PLN 204 million gross, covers the construction of a 4.4-kilometer section of the S10 expressway. The new stretch will run along the northern side of the Płonia housing estate in Szczecin, improving regional connectivity and easing congestion in built-up areas.

The section will begin at the Szczecin Kijewo junction, which connects the S10 expressway with the A6 motorway, and will extend to the junction linking with the existing S10 section beyond Szczecin’s administrative border. This configuration ensures continuity of the transport corridor and enhances traffic flow efficiency.

One of the primary objectives of this segment is to redirect transit traffic away from densely populated urban areas. By shifting heavy and long-distance traffic outside residential zones, the project will significantly improve road safety, reduce congestion, and enhance overall travel comfort for residents.

Key Engineering and Environmental Features

The investment includes a comprehensive set of engineering structures and environmental solutions designed to meet modern infrastructure standards.

Two new junctions—Szczecin Płonia and Szczecin Zdunowo—will be constructed as part of the project, improving accessibility and local road integration. In addition, several engineering facilities will be developed to ensure smooth and safe traffic flow.

Among these are:

  • A bridge over the Płonia River, including a lower wildlife passage to maintain ecological continuity.
  • Two upper animal crossings to support safe migration routes for wildlife.
  • Two road viaducts facilitate uninterrupted vehicle movement.
  • A dedicated pedestrian and bicycle underpass to promote sustainable mobility and protect vulnerable road users.

These elements reflect a balanced approach to infrastructure development, combining transport efficiency with environmental protection and community accessibility.

Strategic Importance of the S10 Expressway

The S10 expressway is set to become one of Poland’s most important transport corridors. Ultimately, the route will connect Szczecin with the Warsaw metropolitan area, passing through key regional centers such as Piła, Bydgoszcz, and Toruń. With a total planned length of approximately 410 kilometers, the S10 has been included in the Government Programme for the Construction of National Roads until 2030.

This major infrastructure initiative will establish an alternative east–west transport corridor north of the A2 motorway, strengthening national logistics and regional integration. It will enhance connectivity between West Pomerania, northern Wielkopolska, Kujawy, and Mazovia, supporting economic growth and improving mobility across these regions.

By increasing the efficiency of freight and passenger transport, the S10 will also contribute to broader national objectives, including improved road safety, reduced travel times, and enhanced competitiveness of regional economies.

Budimex’s Role in National Infrastructure Development

With more than 50 years of experience, Budimex remains the largest road contractor in Poland. Statistically, the company is responsible for approximately one-fourth of the newly built expressways in the country, underscoring its leadership position in the infrastructure sector.

On the S10 corridor alone, Budimex is executing six sections between Szczecin and Piła. This extensive involvement makes the company the principal contractor for a substantial portion of the investment. Its portfolio demonstrates consistent delivery of complex transport projects that meet stringent quality and safety standards.
