
Potentia Launches Major Infrastructure Project in Indiana
Potentia Inc. has officially commenced construction on a large-scale technology and energy infrastructure project at Heartland Industrial Park, marking a significant milestone in what is expected to become one of the most substantial private infrastructure developments in the state’s history. The project is projected to attract up to $65 billion in total investment from tenants and partners by 2030, positioning it as a transformative initiative for both the regional economy and the broader industrial landscape.
The Heartland Industrial Park is being designed to meet the demands of organizations that require exceptional levels of power, reliability, and scalability—capabilities that are increasingly critical in sectors such as advanced manufacturing, data infrastructure, and energy-intensive operations. Unlike conventional industrial sites, the development is tailored specifically for high-performance tenants whose operational needs exceed the limitations of standard infrastructure. Phase 1 of the project has already secured tenant commitments, signaling strong market interest and confidence in the site’s long-term potential.
Richard McCrea, Founder and CEO of Potentia, explained that the project’s origins date back to an evaluation conducted in 2021 to determine whether Sullivan County could support institutional-scale energy infrastructure investment. What emerged from that assessment was not only a favorable combination of physical and technical attributes—such as geology and existing infrastructure—but also a community characterized by a strong work ethic and a sense of pride that McCrea described as both authentic and invaluable. These factors, combined with a capable local workforce, made the county an attractive location for long-term investment.
The economic impact of the project is expected to be substantial. During the multi-year construction phase, the development is projected to generate approximately 2,750 jobs across a range of skilled trades, including electrical, civil, mechanical, and HVAC disciplines. These roles will provide significant employment opportunities in a region where the total job base is relatively modest. Once construction is complete, the industrial park is anticipated to support more than 500 permanent positions, many of which will offer wages above the regional average, contributing to sustained economic growth and improved living standards.
For Sullivan County, a community of roughly 21,000 residents with a median household income of about $56,000, these figures represent a meaningful shift in economic prospects. The influx of construction jobs alone will temporarily expand the local labor market, while the long-term employment opportunities are expected to provide stable, higher-paying careers that can help retain talent within the region. Local officials have emphasized that such opportunities are critical for strengthening the community and creating pathways for future growth.
The selection of Sullivan County as the project site was influenced by several strategic factors. Indiana is among a limited number of states capable of supporting large-scale energy-intensive operations, thanks in part to its robust power infrastructure. The presence of the Midcontinent Independent System Operator (MISO) ensures access to reliable and high-capacity electricity, a key requirement for the types of tenants the industrial park aims to attract. Additionally, the availability of industrial-ready land and the support of local government leaders further reinforced the decision.
Sullivan County Commissioner Robert Davis highlighted the broader implications of the project, noting that it provides residents with access to better-paying jobs without requiring them to relocate. This, he suggested, has the potential to uplift the entire community by increasing household incomes, supporting local businesses, and enhancing overall quality of life.
A notable aspect of the development is Potentia’s approach to funding and taxation. The company has chosen not to seek or accept any tax abatements for the project, meaning that the full assessed value of the development will contribute to local property tax revenues from the outset. These funds are expected to support essential public services, including education, infrastructure, and community programs, providing immediate and long-term benefits to the region.
In addition to its economic contributions, the project has been designed with environmental and community considerations in mind. Potentia is fully funding the required power infrastructure and associated upgrades, ensuring that the development does not impose additional costs on local residents. WIN Energy REMC, the regional electric cooperative, has confirmed that residential customers will not experience rate increases or additional service charges as a result of the project.
The industrial park also incorporates several sustainability-focused design features. Notably, it will operate without traditional backup diesel generators, a departure from standard practice that significantly reduces emissions. Furthermore, the site will utilize a closed-loop water system, allowing for continuous recycling of water and minimizing the need for freshwater extraction. These measures reflect a commitment to reducing environmental impact while maintaining operational efficiency.
Beyond infrastructure and employment, Potentia has pledged substantial direct investments in the local community. The company has committed $50 million in community enhancement payments to Sullivan County and the surrounding Wabash Valley region. In addition, it will contribute $4.5 million to local initiatives, including the Brown Baggers School Food Program, Sullivan County Park & Lake, and the College Hall Merom Camp & Retreat Center. Potentia has also announced plans to donate 15 acres of land for the construction of a new fire station, further supporting local public safety infrastructure.
