Pacific West Acquires Coleman Industrial Construction, Expanding Rail Services in the Midwest

Pacific West Expands Midwest Rail and Industrial Infrastructure Operations with Coleman Acquisition

Pacific West, LLC, a leading provider of rail and industrial infrastructure services, has acquired Coleman Industrial Construction (CIC), a Kansas City, Missouri-based company specializing in construction, renovation, environmental, maintenance and repair services for railroads and industrial facilities.

Backed by Bluejay Capital Partners, Pacific West said the acquisition strengthens its national platform and expands its geographic presence into the Midwest. Coleman’s Kansas City operations complement Pacific West’s existing locations in Salt Lake City, Dallas-Fort Worth, San Antonio and Phoenix, creating a broader network for customers requiring specialized rail and industrial infrastructure services.

The transaction represents another step in Pacific West’s strategy to expand its capabilities and geographic reach through strategic acquisitions while continuing to build its existing operations organically.

Coleman Brings Decades of Rail Industry Experience

Founded in 1979, Coleman Industrial Construction has developed extensive experience serving major Class I railroads and industrial customers. Over more than four decades, the company has built a strong reputation for delivering specialized construction and infrastructure services in demanding rail environments.

Coleman’s capabilities cover the construction, renovation, maintenance and repair of a wide range of railroad and industrial facilities. Its services include locomotive servicing and fueling systems, yard air systems and railcar maintenance facilities.

The company also works on critical environmental and infrastructure systems, including wastewater and stormwater facilities and related mechanical and environmental infrastructure. These services support the ongoing operation, maintenance and expansion of rail facilities while helping customers address complex infrastructure requirements.

By bringing Coleman into the Pacific West platform, the combined organization gains additional technical expertise and operational capabilities in the Midwest rail market.

“CIC brings decades of rail and industrial expertise, its strong reputation in the Midwest, and its service lines as a direct extension of what we already do across the country,” said Bob Weber, CEO of Pacific West.

Weber added that Paul and Stephanie Freeman built Coleman around quality and strong customer service. Paul Freeman will join Pacific West’s Business Development team as the companies move forward with their combined growth strategy.

Kansas City Strengthens Pacific West’s National Footprint

Coleman’s Kansas City base gives Pacific West an important new geographic presence in the central United States. The location is strategically positioned to support rail and industrial customers throughout the Midwest and provides an opportunity for the company to extend its specialized services to additional markets.

Pacific West already operates across several major regions, including Salt Lake City, Dallas-Fort Worth, San Antonio and Phoenix. Adding Kansas City to this network expands the company’s ability to serve customers across a wider geographic area.

The combination also creates opportunities to leverage resources, personnel and technical capabilities across the broader platform. Customers can benefit from a larger organization with expanded service capabilities while continuing to access specialized expertise in rail and environmental contracting.

Focus on Customer Service and Industry Expertise

For Coleman, joining Pacific West provides an opportunity to build on its established customer relationships while gaining access to the resources of a larger national platform.

“Pacific West was the right fit for our customers and our team, given our shared expertise in specialty rail and environmental contracting,” said Paul Freeman, owner of Coleman Industrial Construction and now a member of Pacific West’s Business Development team.

Freeman said the combined platform will allow the company to extend its reach and serve customers across the country.

The integration of Coleman’s expertise with Pacific West’s existing capabilities is expected to strengthen the company’s position in specialty rail and industrial infrastructure markets. The transaction also adds experienced personnel and capabilities to Pacific West’s rail segment.

Continued Growth Through Strategic Acquisitions

Bluejay Capital Partners, which supports Pacific West’s growth strategy, said Coleman represents an important addition to the company’s infrastructure and environmental contracting platform.

“CIC’s Kansas City base of operations extends our infrastructure and environmental contracting platform into a new geography, while adding additional talent and capability within our rail segment providing a more competitive solution to our customers in the east,” said James Samuelsen, Partner at Bluejay.

Samuelsen added that Pacific West continues to pursue both organic growth and add-on acquisitions as part of its broader expansion strategy.

The Coleman transaction is Pacific West’s third add-on acquisition since Bluejay’s initial investment in the company. Previous acquisitions include Eagle Remediation & Demolition Services in December 2022 and the acquisitions of Overley’s and Hawkke in July 2023.

These transactions demonstrate Pacific West’s ongoing approach of expanding its capabilities through complementary businesses while strengthening its presence in key markets.

Expanding Rail and Industrial Infrastructure Capabilities

The acquisition of Coleman Industrial Construction gives Pacific West additional experience in rail facility construction, maintenance, environmental infrastructure and industrial services. With Coleman’s long-standing presence in Kansas City and its relationships within the Class I railroad sector, the deal adds both geographic reach and specialized expertise to Pacific West’s platform.

As railroads and industrial operators continue to invest in facility upgrades, maintenance and environmental infrastructure, companies with specialized construction and infrastructure capabilities are positioned to support these evolving requirements.

With the addition of Coleman, Pacific West is better positioned to provide rail and industrial customers with a broader range of services across multiple regions. The company’s continued investment in acquisitions and organic expansion signals its ambition to build a larger national platform serving the rail and industrial infrastructure markets.

The Coleman acquisition therefore represents more than a geographic expansion for Pacific West. It strengthens the company’s technical capabilities, adds experienced industry talent and creates a broader platform for future growth across the United States.
