
New Deal Set to Boost Delivery of 223 Affordable Housing Units in Tower Hamlets
A new partnership between Berkeley Group and the London Borough of Tower Hamlets will accelerate the delivery of 223 homes for social rent, bringing them forward several years earlier than originally planned. The initiative has been made possible with financial support from the Greater London Authority through its affordable housing funding programme.
The agreement marks a significant step forward in addressing housing needs in the borough, where demand for affordable and family-sized homes remains high. As part of the partnership, a large proportion of the homes—168 units—will be designed specifically for families. This focus aligns with the council’s efforts to tackle overcrowding and provide more suitable housing for residents currently struggling to find larger homes within the area.
To celebrate the collaboration and observe the progress on site, Maium Talukdar, Deputy Mayor of Tower Hamlets, visited the Heron Wharf development in Poplar earlier this week. During the visit, he toured the regeneration project and met with partners involved in delivering the homes, as well as residents who have already moved into the first phase of the community.
Heron Wharf is a major 20-acre regeneration scheme that aims to transform a former industrial area into a vibrant residential neighborhood. Construction is progressing rapidly, and the newly announced housing deal will ensure that hundreds of additional homes become available sooner than expected. The 223 new social rent properties are now scheduled to be completed by 2029, which represents a substantial acceleration compared with the original development timeline.
Funding for the project comes from both the London Borough of Tower Hamlets and the Greater London Authority’s 2021–2026 Affordable Homes Programme. This financial support has enabled the partners to fast-track construction and expand the number of homes that will be made available to residents in need of affordable housing.
The Deputy Mayor’s visit also included time spent with residents who have already settled into the first phase of the development. So far, 219 affordable homes have been completed and occupied, giving local people an early opportunity to experience life in the new neighborhood.
Residents and development partners gathered at Leven Banks Park, a central green space within the development. The park has quickly become a focal point for the community and a symbol of the area’s transformation from an industrial site into a modern residential environment.
During the visit, officials also marked the installation of a striking public sculpture that celebrates the area’s industrial heritage. The artwork consists of a restored section of Gasholder 1 Poplar Gasworks, a historic structure originally constructed in 1876 when the site operated as the Poplar Gasworks. Standing approximately 22 meters high, the piece has been carefully refurbished and repainted in the vivid blue color it carried during its operational years. It now stands prominently in the park, serving as both a historical reminder and a landmark for the new neighborhood.
Once fully completed, Heron Wharf will deliver approximately 2,900 homes designed to be tenure-blind, meaning affordable and private housing will be integrated throughout the development rather than separated. This approach aims to create a more inclusive community where residents from different housing tenures live side by side.
In addition to housing, the development will feature a wide range of amenities designed to support everyday life for residents. Plans include a 2.5-acre riverside park, as well as around 80,000 square feet of flexible commercial and community space. Future facilities are expected to include a food store, restaurant and café, fitness gym, children’s nursery, and retail outlets, ensuring that essential services and social spaces are located close to home.
Lutfur Rahman, Executive Mayor of Tower Hamlets, emphasized the importance of collaborative partnerships in addressing the borough’s housing challenges. He noted that Tower Hamlets faces some of the most intense housing pressures in the country, and initiatives like this partnership are critical for meeting the needs of local residents.
According to Rahman, acquiring newly built homes through partnerships allows the council to deliver housing more quickly while prioritizing larger properties suitable for families. This strategy not only helps to alleviate overcrowding but also provides secure, high-quality homes for residents who need them most. He added that the project demonstrates the council’s determination to confront the wider housing crisis affecting London.
Rahman also highlighted that the development is about more than simply building homes. By combining housing with green spaces, community facilities, and local amenities, the project aims to create a sustainable and thriving neighborhood where residents can live, work, and socialize.
From the developer’s perspective, the partnership represents an opportunity to deliver tangible benefits to the local community at a faster pace. Harry Lewis, Divisional Land and Development Director at Berkeley Capital, said the agreement would enable hundreds of people in the area to gain access to secure, high-quality homes that meet their families’ needs.
Lewis also praised the ambition shown by the London Borough of Tower Hamlets and the Greater London Authority in supporting the initiative. By working closely together, the partners have been able to accelerate construction and ensure that the advantages of regeneration—including new homes, improved public spaces, and economic opportunities—are delivered sooner for local residents.
As construction continues across the Heron Wharf site, the project is expected to play a major role in reshaping the Poplar area while helping the borough address its growing demand for affordable housing. Through collaboration between public authorities and private developers, the scheme demonstrates how large-scale regeneration projects can support both housing delivery and community development in one of London’s most dynamic urban areas.
