Implenia Secures Münster Police HQ Construction Contract
Implenia has secured a major construction contract in Germany for the turnkey development of a new police headquarters in Münster. The contract was awarded by the project company PPMS Immobilien GmbH & Co. KG following a successful pre-construction phase in which Implenia was actively involved. As part of its role, Implenia will be responsible for the complete turnkey delivery of the facility. The new headquarters will be constructed in North Rhine-Westphalia and will consist of a multi-storey complex ranging from three to six floors. Designed to accommodate more than 1,400 employees, the building will feature a wide range of functional spaces, including modern office areas, specialized laboratories, and administrative facilities. In addition, the complex will include a fully equipped police station, a staff canteen, training and education areas, a detention facility, and an underground parking structure.
A key aspect of the project is its focus on sustainability and efficient building practices. Implenia will implement comprehensive Building Information Modeling (BIM) throughout the planning and construction process. This digital approach enables precise coordination between different disciplines, reduces construction risks, and improves overall project efficiency.
The company will also apply lean management principles starting from the tendering phase, ensuring streamlined workflows and optimal resource utilization throughout the project lifecycle. These methodologies are increasingly important in large-scale developments, where complexity and coordination challenges can significantly impact timelines and costs.
Sustainability is another core component of the project, with the development targeting LEED Gold certification. This internationally recognized standard reflects a high level of environmental performance, focusing on energy efficiency, resource conservation, and reduced environmental impact. Achieving this certification will position the new headquarters as a modern, environmentally responsible public building.
In addition to standard office and administrative functions, the project includes several specialized requirements unique to law enforcement facilities. The building will feature advanced security systems to ensure the safety of personnel and sensitive operations. It will also incorporate extensive electrotechnical infrastructure, including partially redundant systems designed to maintain continuous operation even in the event of technical disruptions.
Specialized areas within the facility will include a detention center and prisoner intake area, both of which require carefully designed security and operational systems. Additional facilities such as a sports hall and forensic laboratories will support training, health, and investigative functions within the police force.
