The Manor City Council has officially approved a major milestone in the city’s long-term development plans, unanimously voting on May 6 to adopt the Manor Town Center Strategic Roadmap. The decision paves the way for construction to begin this fall on a new City Hall, Public Library, and a central Gathering Lawn that will serve as the civic heart of the growing Texas community. The initiative represents a significant investment in public infrastructure and community-centered urban development, while also setting the stage for broader economic growth across the region.

The large-scale civic project will be developed as part of an 84-acre mixed-use district located along the US-290 corridor, one of the key transportation routes in the area. The development is expected to transform the corridor into a vibrant destination that combines government services, public gathering spaces, commercial opportunities, and pedestrian-friendly design.

Serving as the City’s public-private partnership (P3) developer for the initiative is Hunt Real Estate & Infrastructure, a company known for delivering large civic and infrastructure projects across the United States. Through the partnership, Hunt Real Estate & Infrastructure will work closely with the City of Manor and other stakeholders to oversee planning, development, and execution of the new civic district.

City officials believe the Manor Town Center project will play a transformative role in shaping the city’s future as Manor continues to experience rapid population growth and increased demand for public services and community amenities. The new City Hall and Public Library are designed not only to accommodate the city’s expanding administrative needs but also to create a more centralized and accessible civic hub for residents.

The strategic roadmap was developed through a collaborative planning process involving the City of Manor, Hunt Real Estate & Infrastructure, and Shenandoah Development Group, the landowner and mixed-use developer associated with the broader site. The planning effort focused on creating a long-term vision that balances civic functions, economic development, public accessibility, and community engagement.

Phase 1 of the development will focus primarily on the civic core of the district. This initial stage includes the construction of the new City Hall, Public Library, Gathering Lawn, and the supporting infrastructure necessary to support future phases of development throughout the site. Infrastructure improvements are expected to include utilities, roads, pedestrian pathways, landscaping, and public spaces that will help establish the foundation for additional residential, retail, and commercial growth in the coming years.

Meanwhile, PGAL has been selected as the architect of record for the civic facilities. PGAL will oversee the architectural design and technical implementation of the new City Hall and Public Library, ensuring the buildings meet both operational requirements and community expectations.

Construction responsibilities for the project will be led by Hensel Phelps, which will serve as the design-builder for the initiative. The company will coordinate construction activities, project delivery, and integration of infrastructure elements throughout the site.

As the project advances into the next stages of development, the City of Manor and its partners are expected to focus on detailed design work, permitting approvals, and construction preparation. Groundbreaking activities are anticipated to begin in the fall, marking the start of what city leaders describe as one of the most important civic investments in Manor’s recent history.
