Historic West End District to Receive 154 Mixed-Income Homes, Retail Space and Community Amenities

Hunt Capital Partners has announced the financial closing of West End Lofts, a $125 million mixed-income and mixed-use redevelopment project located at 711 and 805 Elm Street in Dallas, Texas. Led by Sycamore Development, the project aims to transform a significant portion of the historic West End neighborhood into a vibrant, pedestrian-focused destination combining affordable housing, market-rate residences, retail space, and community amenities.

The redevelopment represents a major investment in preserving Dallas’ architectural history while creating new opportunities for residents, businesses, and visitors. By blending historic preservation with modern residential design, West End Lofts is expected to become a key addition to the continued revitalization of one of the city’s most recognizable districts.

Preserving Dallas History Through Adaptive Reuse

A central element of West End Lofts is the adaptive reuse of historic structures that reflect the area’s commercial heritage. The project will convert a five-story former furniture warehouse originally built in 1904 into residential housing while maintaining important architectural features.

The development will also preserve and restore a five-story building constructed in 1925, which is believed to be the first parking garage built in Dallas. These historic structures will be integrated with a newly constructed six-story residential building, creating a unique combination of old and new architecture.

A pedestrian plaza will connect the buildings, transforming a section of Austin Street and former surface parking areas at 211 N. Austin Street into a welcoming public space. The plaza will introduce greenery, outdoor gathering areas, and improved walkability, supporting the project’s goal of creating a more active and connected neighborhood.

“West End has extraordinary bones, and these two buildings tell an important story about Dallas’ early commercial history,” said Zachary Krochtengel of Sycamore Development. “Our vision from the beginning was to honor that history through careful adaptive reuse while creating a place that draws people back to the neighborhood every day.”

New Mixed-Income Housing for Downtown Dallas

Upon completion, West End Lofts will provide 154 residential units designed to serve a diverse range of residents. The development will include 63 income-restricted apartments serving households earning between 30% and 80% of Area Median Income (AMI), along with 91 market-rate units.

The project reflects a commitment to expanding housing options in a growing downtown area where demand for accessible and high-quality residences continues to increase.

In addition to housing, West End Lofts will feature more than 20,000 square feet of ground-floor commercial space at 711 Elm and 805 Elm. These retail areas are expected to contribute to the neighborhood’s economic activity by supporting local businesses and creating additional destinations for residents and visitors.

Community-Focused Amenities and Services

The development will offer a broad range of amenities designed to enhance residents’ daily experiences and encourage community connection.

Planned features include:

  • Pet spa facilities

West End Lofts will also provide services aimed at supporting residents, including dedicated student learning space for school-age children, notary services, and tax assistance resources.

Financing Supports Affordable Housing and Historic Preservation

The project’s financing structure combines multiple public and private investment sources to support both affordability and historic preservation.

Hunt Capital Partners played a key role in assembling the tax credit financing needed to make the redevelopment possible. The company syndicated:

  • $19.5 million in Federal Low Income Housing Tax Credits
  • $7.9 million in Federal Historic Tax Credits
  • $9.8 million in certified Texas State Historic Tax Credits

These funding sources support the preservation of historic buildings while helping maintain long-term affordability for residents.

Additional financing includes construction and Tax Increment Financing (TIF) bridge loans from Bank OZK, with permanent loan financing provided by Grandbridge.

City of Dallas Supports West End Revitalization

The City of Dallas has committed $49 million in Tax Increment Financing (TIF) support for the project, recognizing West End Lofts as an important component of the district’s broader redevelopment strategy.

The investment aligns with city efforts to activate the historic West End, strengthen connections around the West End DART light rail station, and support future growth linked to major regional projects such as the reconstruction of the Kay Bailey Hutchison Convention Center.

By combining housing, retail, historic preservation, and improved public spaces, West End Lofts is expected to contribute to the continued transformation of downtown Dallas.
