Granite Selected for I-290 Drainage Upgrade Project Under IDOT’s First CM/GC Contract

Granite (NYSE: GVA) has announced that it has been chosen by the Illinois Department of Transportation (IDOT) to serve as the Construction Manager/General Contractor (CM/GC) for the I-290 Drainage Improvements Project in Chicago, Illinois. The contract marks a significant milestone, as it will be the first project delivered under IDOT’s CM/GC model—a project delivery approach that emphasizes collaboration, early contractor involvement, and streamlined planning and execution. The federally funded initiative is scheduled to be included in Granite’s third quarter Capital Allocation Plan (CAP).

The I-290 corridor, also known as the Eisenhower Expressway, is a critical transportation route serving millions of commuters, freight carriers, and public transit users each year. However, the aging drainage systems and outdated stormwater infrastructure along the corridor have contributed to frequent flooding, roadway deterioration, and reduced system reliability, particularly during heavy rainfall events. The upcoming improvements are aimed at addressing these issues through a strategic upgrade of underground drainage networks and supporting roadway structures.

Under the scope of work, Granite will install approximately 3.3 miles of new trunk sewer lines, with diameters reaching up to 90 inches. These upgraded drainage pathways are expected to significantly improve the movement and management of stormwater, reducing the risk of roadway flooding and improving long-term structural performance. Additionally, the project includes the construction of modern detention systems that will increase the capacity to store and slowly release stormwater. This will be particularly impactful in areas prone to overflow and pooling.

Beyond the drainage upgrades, the project also calls for the reconstruction of one bridge and multiple retaining walls along the I-290 corridor. These structural enhancements are essential not only for safety and durability but also for supporting the larger vision of mobility improvements under consideration for the corridor. The infrastructure enhancements reinforce long-term resilience and are aligned with broader state and federal climate adaptation and infrastructure modernization goals.

The CM/GC delivery approach is becoming increasingly popular among state transportation agencies nationwide due to its collaborative advantages. Unlike traditional bid-build models, CM/GC engages the contractor early in the design phase. This allows for joint planning between engineers, project owners, and builders—resulting in more accurate cost forecasting, enhanced schedule control, reduced design conflicts, and improved constructability. With Granite’s extensive experience in both heavy civil and underground construction, the model is particularly well suited to complex, large-scale infrastructure improvement projects like the I-290 corridor.

Granite’s Midwest Region and its specialized Tunnel Division will jointly manage and execute the project. This partnership leverages deep expertise in subterranean construction, excavation, and confined-space stormwater system installation. Both divisions have previously delivered significant infrastructure programs across urban environments, positioning the company well to navigate the dense and highly trafficked nature of Chicago’s transportation network during construction.

Preconstruction activities are planned to begin in November 2025. These early-phase efforts will include detailed design reviews, surveying, engineering coordination, and the development of phasing plans intended to minimize traffic impacts. The total anticipated construction value is estimated at $350 million. Construction is expected to begin in the first quarter of 2027 and continue through completion in the fourth quarter of 2029. Throughout construction, traffic management and public communication will be major priorities to ensure safety and minimize disruption for residents and commuters.
