
Granite Expands Southern Nevada Water Infrastructure with Rice Pumping Station & Pipeline Project
Granite in joint venture with Contri Construction Company under the Southern Nevada Construction Partners (SNCP), has secured the Rice Pumping Station & Pipeline Project—one of the first major initiatives under the Southern Nevada Water Authority’s (SNWA) Horizon Lateral Program.
This strategic program aims to enhance water delivery reliability, provide system redundancy, and ensure long-term water infrastructure resilience for the Las Vegas Valley Water District and the City of Henderson. The Horizon Lateral Program follows a phased design and construction approach, with the Rice project leading the way into detailed execution.
The project involves constructing a new 30-million-gallons-per-day (MGD) pumping station at the current Thomas Rice Reservoir and Pumping Station site. It also includes installing 21,000 linear feet of 42-inch diameter steel pipeline to transport water southwest to the Spring Mountain/Durango Reservoir site.

Granite’s role in the Horizon Lateral Program highlights its expertise in complex water infrastructure projects and its focus on delivering sustainable, community-oriented construction solutions.
Granite was awarded a $2 million preconstruction services agreement in May 2025, with project completion targeted for January 2027. The construction phase, anticipated to cost between $100 million and $120 million, is expected to begin in February 2027 and conclude by March 2030. Granite’s share of the construction phase is approximately $70 million. Both the preconstruction and expected construction contracts will be reflected in Granite’s second-quarter Committed and Awarded Projects (CAP).
