Gemma Power to Build 1.2 GW Plant in Texas
Argan, Inc., a leading provider of engineering and construction services for the energy sector, has announced that its wholly owned subsidiary, Gemma Power Systems (“Gemma”), has received the official notice to proceed with construction of a 1.2-gigawatt (GW) ultra-efficient natural gas-fired power plant in Lee County, Texas. The project is being developed by Sandow Lakes Energy Company, LLC (“SLEC”), based in Rockdale, Texas.
This announcement marks a critical milestone in the development of a major energy infrastructure project, which is expected to significantly bolster Texas’ electric grid capacity. Now added to Argan’s growing project backlog, construction of the facility is set to commence in the summer of 2025, with completion projected in 2028.
Leadership Endorsement and Strategic Vision
Charles E. Collins, IV, Chief Executive Officer of Gemma, expressed enthusiasm about the project’s advancement. “We’re thrilled to move forward with SLEC on this major power project,” Collins said. “Their strong development efforts have laid a solid foundation for success, and we are excited to work together. Expanding our power infrastructure is essential to meeting rising energy demands, and our team is committed to delivering exceptional results.”
Details of the 1.2 GW Power Facility
The new power plant will be operated within the Electric Reliability Council of Texas (ERCOT), the independent system operator managing the flow of electric power to over 26 million Texans. The facility will feature two Siemens Energy SGT6-9000HL gas turbines—recognized as some of the most advanced and efficient turbines globally. These turbines are designed not only for optimal performance and fuel efficiency but are also capable of running on hydrogen fuel with minimal modifications, aligning with long-term goals for reducing carbon emissions and transitioning to cleaner energy sources.
Strategically located near a 24-inch tap on the Matterhorn Natural Gas Pipeline, the site offers logistical advantages for continuous fuel supply. As a combined cycle power station, the facility will maximize energy output by using both gas and steam turbines to generate electricity, significantly increasing overall efficiency compared to traditional plants.
SLEC’s Commitment to Sustainable Growth
Sandow Lakes Energy Company is positioning this project as a pivotal solution to the growing energy needs in Texas. As demand for reliable, efficient, and low-emission power continues to rise, SLEC’s new facility aims to meet that demand while also contributing to regional economic development.
“We are proud to bring this project to life in Lee County,” stated a spokesperson for SLEC. “This isn’t just an energy investment—it’s an investment in the future of Texas communities. From job creation to increased economic activity, we expect this power plant to generate benefits well beyond the electricity it produces.”
SLEC expects the project to create hundreds of construction jobs and provide ongoing employment opportunities for operation and maintenance once the plant is completed. The company is also emphasizing the plant’s role in environmental responsibility, highlighting its lower emissions profile and adaptability to cleaner fuel sources.
