
ACCIONA to Operate and Upgrade Egypt’s Gabal El Asfar Wastewater Complex in €35M Deal
ACCIONA, in partnership with local firm DHCU, has been awarded a contract by Egypt’s Construction Authority for Potable Water and Wastewater (CAPW) to manage the operation and maintenance of Phase II of the Gabal El Asfar wastewater treatment complex in Cairo. The eight-year contract, valued at €35 million, includes rehabilitation and upgrade works on two treatment plants within the complex—each with a capacity of 500,000 cubic meters per day.
Gabal El Asfar is recognized as the largest wastewater treatment facility in both Africa and the Middle East, and the third largest globally. It treats 2.5 million cubic meters of wastewater daily, serving Cairo’s eastern districts with a population of approximately eight million people.
Proven Track Record in Egypt
ACCIONA has a long-standing presence in Egypt’s water infrastructure sector. In 2013, the company was responsible for designing, building, and commissioning a major expansion of Gabal El Asfar, adding 500,000 cubic meters of daily treatment capacity.
In 2022, ACCIONA and DHCU secured the contract to operate, maintain, and upgrade Phase I of the Gabal El Asfar complex, which treats 1.5 million cubic meters of wastewater per day.
ACCIONA has also partnered with CAPW to manage the water infrastructure of New Cairo’s upper-level water supply network. This includes water intake from the Nile, treatment at a drinking water plant, and distribution to end users.
Broad Project Portfolio
Beyond Gabal El Asfar, ACCIONA has developed five major drinking water treatment plants across Egypt—Almerya, Rod el Farag, Mostorod, North Helwan I, and North Helwan II—collectively capable of treating over 600,000 cubic meters per day, serving more than six million people.
The company also led the engineering, design, supervision, and commissioning of the Bahr Al Baqr wastewater treatment plant in northwestern Egypt. With a capacity of 5.6 million cubic meters per day, it stands among the world’s largest and is equipped with advanced treatment processes to support agricultural irrigation.
Currently, ACCIONA operates several other wastewater facilities in Egypt, including those in Abnoub-El Fath (80,000 m³/day), Sodfa-El Ghanayem (30,000 m³/day), El Ayat (30,000 m³/day), and Abu Simbel (6,000 m³/day), reinforcing its strong position as a leader in the region’s water sector.
