Delivery of the Cité Administrative d’État in Lyon: an eco-responsible building at the heart of the city

After 22 months of hard work by our teams, the new Cité Administrative d’État in Lyon, built as a design-build project, was officially inaugurated on 14 February. Built to a remarkable ratio of just 0.1 reserves per square metre of floor area, this project is a testament to the operational excellence of Eiffage Construction’s Centre-Est teams, and meets the need to optimise living and working spaces, as well as environmental and energy issues, using a variety of construction methods, materials and labels.

Nestled in the heart of the Part-Dieu business district on a 19,000 m2 site, the Cité Administrative d’État will house the offices of the Direction Générale des Finances Publiques (DGFiP) and INSEE, as well as the RIL, the largest inter-company restaurant in the Rhône region, capable of serving up to 1,400 meals a day.  

The building is built around an interior garden, featuring rows of hundred-year-old plane trees, emblematic of the district’s plant heritage. The 800 square metres of green terraces, accessible from every floor, and the bright façades help to create a pleasant, environmentally-friendly working environment.

The facades supplied by Techniwood consist of the Panobloc system (timber-framed facade) with aluminium sheet cladding. These prefabricated panels (cladding and joinery) were installed during the structural works cycle, a first in the Centre-East region.

The project was also an opportunity for Eiffage Construction teams to demonstrate their commitment to the ecological transition. Initiatives such as the use of low-carbon concrete, the integration of photovoltaic panels, the reuse of 2,000 square metres of false floors, the installation of rainwater recovery systems for watering and the promotion of soft modes of transport all bear witness to their desire to create sustainable buildings that respect the environment.

As a result of these actions, we are aiming to obtain labels and certifications rewarding the quality of the project: E3C1 performance level, HQE Bâtiment Durable excellent rating, Label Biosourcé level 2 and Label Ready to Osmoz for Quality of Life at Work.

Over a total period of 31 months, this design-build project will be followed by a 5-year ongoing maintenance commitment by Eiffage Energie Systèmes.
