
Balfour Beatty, in partnership with Laing O’Rourke and Bouygues Travaux Publics, has signed the Programme Alliance Agreement with Sizewell C to lead the delivery of the main civil engineering works at the new nuclear power station in Suffolk.
Together, the three companies will operate as the Sizewell C Civil Works Alliance (CWA)—a collaborative partnership established to deliver complex infrastructure works with a high degree of certainty, drawing on their collective global expertise.
The CWA will oversee a wide scope of responsibilities including enabling works, marine and tunnelling operations, core civil engineering construction, and associated infrastructure. All three companies are currently working on Hinkley Point C, gaining extensive experience that will directly benefit Sizewell C, a near-identical sister project.

Equally important, we are committed to ensuring the project leaves a lasting, positive legacy for the people and businesses of Suffolk.”
Construction on Sizewell C began in January 2024 and has progressed according to schedule and budget. At its peak, the site is expected to employ around 7,900 workers and generate tens of thousands of jobs across the national supply chain.
Earlier this month, the UK Government reaffirmed its commitment to nuclear energy by announcing £14.2 billion of funding for Sizewell C over the next five years, positioning it at the heart of a new ‘golden age’ of nuclear development. A Final Investment Decision, revealing the private investors backing the project, is anticipated later this summer.
