Balfour Beatty Appoints New Presidents in the Carolinas and California

Balfour Beatty announces the appointments of Jeff Sandeen to president of the company’s Carolinas operations and Emily Kay to incoming president of California operations. Jeff and Emily will provide strategic, operational oversight in their respective geographies, build on Balfour Beatty’s commitment to meeting the expanding needs of clients and partners in high-growth markets, as well as work alongside local leadership teams to help leverage collaboration, innovation and best practices.

Effective immediately, Jeff Sandeen serves as Balfour Beatty’s president in the Carolinas overseeing operations in North and South Carolina. Jeff will use his extensive experience in the Carolinas to drive the company’s strategic growth efforts, deliver expert services locally and expand client partnerships across different regions.

Jeff has been with the company for 10 years providing strategic oversight in the Carolinas and leading teams through a vast portfolio of large projects throughout the area. In his most recent role as Senior Vice President, Jeff oversaw notable projects including Forsyth County’s modernized courthouse and University of North Carolina-Wilmington’s Student Village in North Carolina, The Jasper and Emanuel Nine Memorial in Charleston and the delivery of Raleigh-Durham Airport’s Runway 5L/23R Replacement construction program.

Emily Kay succeeds current California president, Brian Cahill, a 31-year Balfour Beatty veteran who will retire at the end of 2024. She will work in a transitional role until the end of the year and assumes her new role and responsibilities as President in California starting Jan. 1, 2025.

Emily has been with Balfour Beatty for 10 years and has more than 30 years of experience in the construction industry. She has held various positions at the company including her role as Vice President of Operations in California where she leads teams in providing operational excellence through deliveries of county facilities, and K-12 additions, modernizations and new construction projects in southern California. She also spearheaded the expansion of Balfour Beatty’s special projects operations in the Los Angeles area where the company provides services for a wide variety of market sectors.

“Appointing Emily and Jeff is the positive and future-forward momentum we need to support and strengthen our growth in the industry,” said Eric Stenman, Balfour Beatty US president and chief executive officer. “Both individuals embody leadership qualities that support our people-first commitment to our teammates, industry partners and clients, and will provide essential services in developing and enhancing our communities. The work that they embark on in their new roles will be monumental not only in their local geographies, but nationally across our business and industry.”
