AECOM Selected as Independent Certifier for Australia’s Transformative The Wave – Stage 1 Rail Project
AECOM, a global leader in infrastructure consulting and engineering services, has been appointed as the Independent Certifier for The Wave – Stage 1, one of Queensland’s most significant rail infrastructure projects. Working in a joint venture with Bureau Veritas, AECOM will oversee the independent certification of the project’s design and construction, helping ensure that the new rail line is delivered in accordance with stringent safety, operational, and regulatory requirements.
The appointment highlights AECOM’s continued involvement in major transportation infrastructure initiatives across Australia and reinforces its position as a trusted partner for large-scale public infrastructure projects. The Wave – Stage 1 forms a central part of Queensland’s long-term transportation strategy and is expected to improve regional mobility while supporting preparations for the Brisbane 2032 Olympic and Paralympic Games.
As one of the flagship infrastructure investments included in the Queensland Government’s 2032 Delivery Plan, The Wave aims to enhance public transportation across South East Queensland by expanding rail connectivity, easing traffic congestion, and providing improved access to employment, education, healthcare, and recreational destinations.
Under the six-year contract, the AECOM–Bureau Veritas joint venture will independently certify the design and construction of a new dual-track railway extending from Beerwah to Caloundra on the Sunshine Coast. The project also includes the construction of new passenger stations and upgrades to existing stations along the route, creating a modern rail corridor designed to accommodate future population growth and increasing transportation demand.
The new railway will provide residents with improved access to Queensland’s broader passenger rail network while offering a more sustainable alternative to road travel. By strengthening regional transportation links, the project is expected to reduce reliance on private vehicles, improve commuting efficiency, and contribute to lower traffic congestion throughout one of Australia’s fastest-growing regions.
As Independent Certifier, the joint venture will perform an essential oversight function throughout every stage of the project. Its responsibilities include reviewing engineering designs, verifying construction quality, monitoring compliance with contractual obligations, and confirming that all aspects of the project meet required engineering, operational, environmental, and safety standards.
Independent certification plays a critical role in major infrastructure developments by providing objective technical assurance to governments, project stakeholders, and the public. Through regular assessments and compliance reviews, the Independent Certifier helps ensure that infrastructure projects are delivered safely, efficiently, and in accordance with established regulations and performance expectations.
Mark McManamny, Chief Executive of AECOM’s Australia and New Zealand region, emphasized the significance of the project for the future development of South East Queensland.
“The Wave represents a transformative step forward for South East Queensland, connecting the eastern communities of the Sunshine Coast to the passenger rail network and making travel simpler for thousands of residents across the region,” McManamny said.
He noted that AECOM’s role extends beyond technical oversight by helping provide confidence that the project will deliver lasting value to communities across Queensland.
“As Independent Certifier, we are focused on giving the Queensland Government, communities, and future users confidence that the project meets the standards expected of infrastructure that will serve the region for generations,” he added.
The Wave is widely viewed as a transformational investment for the Sunshine Coast, where rapid population growth has increased demand for expanded transportation infrastructure. Improved rail services are expected to support residential development, facilitate easier commuting, and strengthen economic opportunities throughout the region.
Beyond improving mobility for local residents, the project will also play an important role in supporting transportation requirements during the Brisbane 2032 Olympic and Paralympic Games. The expanded rail network will help move athletes, officials, spectators, and visitors efficiently between key destinations while reducing pressure on existing road infrastructure.
AECOM brings extensive experience to the project, supported by decades of involvement in Australia’s largest transportation and infrastructure developments. The company has established a strong reputation for delivering independent assurance, engineering, and consulting services on highly complex projects that require rigorous technical oversight.
Among its previous major transportation assignments are the Melbourne Metro Tunnel, one of Australia’s largest urban rail infrastructure projects; Sydney Metro Brownfields, involving upgrades to existing rail corridors; and the M1 Pacific Motorway extension to Raymond Terrace, a major highway improvement project designed to increase capacity and improve regional connectivity.
These projects demonstrate AECOM’s multidisciplinary expertise across rail engineering, transportation planning, construction management, systems integration, infrastructure assurance, and project delivery.
Russell Jackson, Interim Chief Executive of AECOM’s Global Transportation business, said the appointment reflects the company’s continued success in securing leading roles across Australia’s expanding transportation infrastructure market.
“We continue to win premier roles on a robust pipeline of major transportation opportunities in Australia,” Jackson said.
He attributed the company’s continued growth to long-term investment in experienced local teams supported by the technical capabilities of AECOM’s global organization.
“Our advantage is the result of decades-long investment in trusted, local teams backed by the technical knowledge of the number one transportation design firm in the world, as ranked by Engineering News-Record,” Jackson said.
He also reaffirmed AECOM’s commitment to supporting infrastructure modernization initiatives being undertaken by governments across Australia.
“We’re proud to support Australia’s federal, state, and local governments as they continue to prioritize transportation modernization and capacity upgrades, particularly ahead of the Brisbane 2032 Olympic and Paralympic Games,” he added.
The Wave – Stage 1 represents more than just a transportation project. It is expected to become a catalyst for regional development by improving access to employment centers, educational institutions, healthcare services, commercial districts, and popular tourism destinations throughout the Sunshine Coast.
Improved public transportation is also expected to encourage sustainable urban growth by reducing travel times, lowering vehicle emissions, and promoting greater use of public transit. As population growth continues across South East Queensland, investments in modern rail infrastructure will become increasingly important for maintaining economic productivity and quality of life.
The project aligns with the Queensland Government’s broader vision of creating a connected, resilient, and sustainable transportation network capable of meeting future mobility needs while supporting one of Australia’s largest international sporting events.
For AECOM, the appointment further strengthens its leadership position within Australia’s transportation sector and adds another high-profile infrastructure project to its growing portfolio. Through its partnership with Bureau Veritas, the company will play a key role in ensuring that The Wave – Stage 1 is delivered to the highest standards of quality, safety, and operational excellence.
As construction progresses over the coming years, the project is expected to provide lasting benefits well beyond the Brisbane 2032 Olympic and Paralympic Games, creating a more connected Sunshine Coast, supporting regional economic growth, and delivering a modern rail network that will serve Queensland communities for decades to come.
