ACCIONA and Ferrovial Finish Building Highway in Peru
ACCIONA, in collaboration with Ferrovial, has completed the construction of a vital 29.7-kilometer highway that extends the Pan-American Highway through Chimbote, a city in northern Peru. This new road is set to significantly alleviate urban traffic congestion in Chimbote, offering a 65% reduction in travel time by cutting the journey from two hours to just 40 minutes.
The ambitious project, with an investment of PEN600 million (€142 million), was executed in just two years and nine months, finishing ahead of the initial timeline by three months. Key infrastructure elements of the project include the construction of three roundabouts, eight underpasses, auxiliary roads, and a comprehensive overhaul of a large irrigation network that supports local agriculture.
The benefits of this new highway stretch beyond mere travel time reduction. The improved route has shortened travel times within Chimbote by 30 to 45 minutes, greatly enhancing road safety and contributing to better air quality in the city. With a smoother flow of traffic, both light and heavy vehicles are now diverted away from the urban center, leading to less congestion and a reduction in emissions.
One of the standout features of this project is its commitment to community well-being. As part of the development, ACCIONA and Ferrovial have introduced various initiatives to enhance the quality of life for local residents and preserve the environment. For example, a training program for local farmers has been implemented, aimed at creating job opportunities within the community. Additionally, continuous water supply for irrigation has been maintained, and an extensive dust control plan was put in place to prevent harm to agricultural activities in the region.
ACCIONA’s expertise in large-scale infrastructure projects in Peru is well-established. Since entering the Peruvian market in 1998, the company has undertaken a wide range of ambitious projects. For example, in April 2024, ACCIONA, alongside Ferrovial and Sacyr, was awarded the contract to build and operate the Lima Peripheral Ring Road. This urban toll highway spans 34.8 kilometers and will serve the metropolitan area of the Peruvian capital for the next 30 years.

In 2022, ACCIONA expanded its portfolio with the award of a concession contract to design, finance, construct, operate, and maintain an electricity transmission network, benefitting 1.3 million people across northern Peru. The following year, the company secured another significant transmission line project, set to serve 370,000 people across both the south and north of the country.
The company has also played a key role in the mining sector, constructing a pumping system for the copper ore processing plant at the Antamina project in Huari province. In Lima, ACCIONA contributed to the construction of the new Control Tower at the Jorge Chávez International Airport, further cementing its presence in the region’s critical infrastructure landscape.
In the water treatment sector, ACCIONA’s work is equally impactful. The company has been involved in major projects such as the Pachacútec Wastewater Treatment Plant (PTAR), the Talara desalination plant, the La Chira wastewater treatment plant, and the Arequipa treatment plant. Through its management of Lima’s drinking water and sewerage service (Sedapal), ACCIONA continues to deliver essential services to the capital’s residents. The company’s extensive experience also includes significant healthcare infrastructure projects, including the construction of the Daniel Alcides Carrión Hospital and the Pucallpa prison.
ACCIONA has also made strides in renewable energy in Peru. In February 2022, the company launched its first energy project in the country with the construction of the San Juan de Marcona wind farm, a 131.1 MW facility located in the Ica department. This marks a significant step in the company’s commitment to clean energy development in the region.
Moreover, ACCIONA’s influence in Peru extends beyond just business, with the company’s foundation, acciona.org, actively working to improve the lives of low-income communities in remote areas. The foundation’s projects focus on providing clean, sustainable energy, clean drinking water, and essential infrastructure, helping to improve living conditions for those most in need.
The completion of this highway project marks another significant achievement for ACCIONA and Ferrovial in Peru, highlighting their commitment to improving local communities and supporting the country’s sustainable development. The enhanced infrastructure not only transforms daily life for Chimbote’s residents but also sets the stage for future growth, contributing to the overall economic development of northern Peru.
ACCIONA’s ongoing efforts in Peru exemplify its dedication to creating lasting, positive impacts through infrastructure development. The company’s diverse portfolio showcases its ability to deliver complex, high-quality projects across multiple sectors, including transportation, energy, water treatment, and healthcare, ensuring the continued growth and prosperity of the country.
