Fluor-Built Pharma Plant in California Earns First LEED v4 Platinum in Western U.S.

Fluor and Bayer Achieve Sustainability Milestone with LEED v4 Platinum Certification for New Facility in Berkeley

IRVING, Texas – Fluor Corporation (NYSE: FLR) announced today that Bayer’s Cell Therapy Launch Facility in Berkeley, California, has been officially recognized as the first industrial manufacturing facility in the Western United States to achieve LEED v4 Platinum certification—the highest distinction awarded for sustainable building practices. Additionally, the facility has earned the prestigious 2025 Facility of the Year Award for Social Impact – Unmet Medical Needs from the International Society for Pharmaceutical Engineering (ISPE).

Fluor played a key role in the successful delivery of the 144,000-square-foot, cutting-edge facility, handling engineering, procurement, construction management, commissioning, qualification, and validation. The facility includes 30,000 square feet of cleanroom space focused on advancing cell therapy solutions for neurological degenerative diseases, cardiovascular conditions, and other critical, unmet medical needs.

“This project marks Bayer’s first fully electric pharmaceutical manufacturing facility, and we are proud to have delivered it on an accelerated timeline to meet both client and patient expectations,” said Richard Meserole, President of Fluor’s Advanced Technologies & Life Sciences business. “Our achievement of LEED v4 Platinum certification and the ISPE Facility of the Year Award underscores the power of collaboration, lean construction techniques, and a relentless focus on quality.”

Sustainability was a central focus of the project, with significant achievements that include:

  • 52.6% energy cost savings through LED lighting, high-efficiency systems, heat pumps, and rooftop solar panels
  • 100% reduction in process water use
  • 98% on-site stormwater management
  • High-efficiency plumbing fixtures
  • 65% recycled content in construction materials
  • Maximized land use and numerous sustainability innovation credits

This new cell therapy facility is the second project Fluor has delivered at Bayer’s Berkeley Biotech campus. In 2021, Fluor completed the construction of Bayer’s Cell Culture Technology Center, a biopharmaceutical manufacturing facility using single-use technologies.
