FHLBank Pittsburgh Announces 2025-2026 Council Members

The Federal Home Loan Bank of Pittsburgh (FHLBank) has announced the addition of four new members to its Affordable Housing Advisory Council for the 2025 and 2026 calendar years. These new members will work alongside the existing 15-person Advisory Council, consisting of professionals from affordable housing, community, and economic development sectors within FHLBank’s district, which includes Delaware, Pennsylvania, and West Virginia. The Advisory Council plays a vital role in advising FHLBank’s Board of Directors and management on decisions related to community products and investment considerations.

Phyllis Chamberlain

Phyllis Chamberlain serves as the Executive Director of the Housing Alliance of Pennsylvania, a state-wide organization dedicated to ensuring that all Pennsylvanians—especially those with low incomes—have access to safe, decent, affordable, and accessible housing. In her role, Chamberlain leads advocacy efforts at both the state and federal levels, working to increase funding and improve policies that expand affordable housing opportunities for low-income residents in Pennsylvania. She has extensive experience in advocacy and policy development, having previously held positions at national and state levels, including in Virginia and Delaware.

With more than 25 years of experience, Chamberlain is deeply committed to addressing affordable housing challenges and ending homelessness. Her advocacy work focuses on creating policies that enable the development of affordable housing and improve the overall housing landscape for vulnerable populations.

Varsovia Fernandez

Varsovia Fernandez is a highly respected executive, consultant, and coach with over 25 years of experience in nonprofit organizations, financial services, and technology management. She is recognized as a leading authority on Hispanic cultural, governmental, and educational affairs, and she is dedicated to fostering greater diversity within the Greater Philadelphia business community.

In addition to her executive roles, Fernandez serves as a trustee on the governing boards of Montgomery County Community College and The Philadelphia Award. Her impressive educational background includes a B.S. in Business Management from Rosemont College, as well as advanced certifications in banking and leadership from prestigious institutions, including the University of Pennsylvania’s American Bankers Association Stonier Graduate School of Banking, the Wharton Leadership Program, and Northwestern University’s Kellogg School of Management.

Fernandez is also dedicated to supporting the community through her involvement in various charitable and nonprofit organizations, working toward both economic and social advancement in Philadelphia and beyond.

Dina Schlossberg, Esq.

Dina Schlossberg has served as the Executive Director of Regional Housing Legal Services since August 2021. In this role, she leads the development and execution of the organization’s strategic plan, ensuring that its goals are aligned with broader efforts to support affordable housing initiatives. Schlossberg brings valuable experience in providing legal representation to nonprofit organizations involved in the development of affordable housing, particularly projects aimed at vulnerable populations.

Schlossberg is an active member of the American Bar Association and has contributed significantly to the field of affordable housing law through her work as an editor, including her involvement with the book The Role of Nonprofit Organizations in Affordable Housing Development. In addition, she serves on several important boards, including Community Legal Services of Philadelphia, Philadelphia Legal Assistance, and the Philadelphia Association of Community Development Corporations. Schlossberg is also a member of the Pennsylvania Housing Alliance, further strengthening her commitment to affordable housing and legal advocacy.

Schlossberg holds a Bachelor of Philosophy from Miami University and a Juris Doctor from Temple University School of Law, bringing a combination of legal expertise and a passion for affordable housing to her advisory role.

Nathan E. Testman

Nathan Testman is the interim Executive Director of the West Virginia Housing Development Fund (Fund), a position he assumed in 2023. He has been with the Fund since 2016, having initially joined as the Division Manager of Multifamily Loan Programs. Testman’s contributions to the Fund have been significant, with his leadership advancing various initiatives that support affordable housing development in West Virginia. Prior to his appointment as Executive Director, he held various senior positions within the Fund, including Senior Division Manager and Deputy Director of Production.

Before joining the West Virginia Housing Development Fund, Testman worked in commercial banking and served in the Army National Guard, which provided him with a broad set of skills and experiences that contribute to his role in affordable housing development. Testman is a graduate of West Virginia University, where he earned a degree in finance.
