Abertis, the global leader in infrastructure management, is set to enhance its presence in Chile through its local subsidiary, VíasChile. VíasChile emerged as the most competitive bidder in the Chilean Ministry of Public Works (MOP) tender process for the Ruta 5 Santiago-Los Vilos concession.
Starting in April 2025, VíasChile will assume control over the operation and toll collection of the 223 km Ruta 5 motorway, which has been operational for over two decades. Over the anticipated 7-year concession period, VíasChile plans to invest approximately €1 billion to expand capacity and introduce advanced technology, including free-flow tolling systems. These improvements, which involve minimal construction risks, will benefit from Abertis’ extensive expertise in similar projects. Notably, the concession does not require an upfront payment to the MOP.
Chilean toll road concessions are typically tied to the revenue generated and can last up to approximately 30 years, ending when the revenue matches the contract’s specified amount.
This award marks a significant step in Abertis’ growth strategy, which began last year with the acquisition of additional toll roads following a new governance agreement between shareholders ACS and Mundys. The concession is expected to bolster Abertis’ expansion and cash flow replacement objectives. Abertis oversees a diverse portfolio of over 8,000 km of roads, with Europe and the US contributing 60% of EBITDA and Latin America accounting for 40%. The company benefits from a favorable currency mix and stable legal environments.
The Ruta 5 motorway is a vital link between Santiago and Los Vilos, connecting the Autopista Central and Autopista Los Andes, both already managed by VíasChile. It is crucial for intercity travel, linking Santiago with Los Vilos and serving regions that generate more than half of Chile’s GDP. Additionally, it connects urban and central Chile with northern industrial mining areas and popular tourist destinations.
The motorway enhances connectivity between the Metropolitan, Valparaíso, and Coquimbo regions, benefiting around 800,000 residents. Planned upgrades will include additional lanes and improved road geometry to reduce travel times.
Ruta 5 has demonstrated strong traffic performance with a 3.5% increase from 2019 to 2023 and features a favorable tariff structure that protects against inflation.
This expansion solidifies Abertis’ position in Chile, leveraging VíasChile’s operational synergies. The new asset integrates seamlessly with VíasChile’s existing network, notably extending the northern segment of the Autopista Central. VíasChile, with over ten years in Chile, manages 412 km of roads and employs 460 people, operating the country’s busiest urban road and key connections.
Abertis CEO José Aljaro highlighted that this concession will enhance the company’s foothold in Chile, managing over 600 km of toll roads and contributing to a balanced and stable portfolio.
