
BAM Secures Nearly €100 Million in Asphalt Maintenance Contracts Across the Netherlands
Royal BAM Group has strengthened its position in the Dutch infrastructure sector after securing two major asphalt maintenance contracts from the municipalities of The Hague and Moerdijk. Together, the long-term agreements have a combined maximum value of €96.2 million and further reinforce BAM’s role as a leading partner in maintaining and improving the Netherlands’ transport infrastructure.
The two contracts highlight the growing emphasis placed by public authorities on sustainable road maintenance, efficient asset management, and long-term collaboration with experienced contractors capable of delivering high-quality infrastructure solutions while minimizing environmental impact and disruption to local communities.
The contract awarded by the Municipality of The Hague has an estimated value of €61.2 million and includes an initial duration of three years. The agreement also contains options for three one-year extensions, providing the potential for a long-term partnership focused on preserving and enhancing one of the Netherlands’ busiest urban road networks.
BAM already performs asphalt maintenance across The Hague, giving the company a significant advantage through its detailed understanding of the city’s road infrastructure, traffic conditions, operational requirements, and close working relationship with municipal authorities. This continuity allows maintenance activities to proceed efficiently while benefiting from years of accumulated local expertise.
Under the agreement, BAM will be responsible for a broad range of road maintenance activities designed to ensure the long-term safety, durability, and performance of the city’s transportation infrastructure. The scope includes asphalt resurfacing, pavement repairs, preventative maintenance programs, and comprehensive investigations into asphalt layers and road foundations.
In addition to conventional maintenance works, the contract also covers road marking installation and renewal, temporary traffic management measures, traffic marshals, and specialized works carried out around tram track zones. These additional responsibilities reflect the complexity of maintaining road infrastructure in a densely populated urban environment where multiple transportation systems operate simultaneously.
Construction activities are scheduled to begin following the summer holiday period. Delivering maintenance projects within a busy city such as The Hague requires meticulous planning, close coordination, and continuous communication with local authorities, businesses, public transport operators, and residents.
Maintaining accessibility throughout construction remains one of the project’s highest priorities. Alongside its success in The Hague, BAM has also secured a second long-term asphalt maintenance agreement with the Municipality of Moerdijk. The framework contract has a maximum value of €35 million and will commence in August 2026.
Unlike traditional construction contracts, the Moerdijk agreement has been designed as a collaborative framework that encourages early engagement between the municipality and BAM throughout every stage of project development. The contract begins with an initial four-year term and includes options for two additional extensions of two years each, creating the potential for a partnership lasting up to eight years.
Through this collaborative delivery model, BAM and the municipality will jointly prepare maintenance projects, allowing both parties to contribute technical expertise from the earliest planning stages. This integrated approach supports better decision-making, improved risk management, enhanced cost control, and more efficient project execution.
The framework agreement provides opportunities for collaborative development of engineering solutions, project schedules, construction methodologies, budgeting strategies, and sustainability initiatives before work begins on site.
